Intent can & should not shield anyone from criminal prosecution.

Intent-Negligence and lack of knowledge may be used during sentencing.

Intent was never a shield from prosecution.

Hence: Ignorantia juris non excusat (Ignorance of the law excuses not)

And if a soul sin, and hear the voice of swearing, and is a witness,

whether he hath seen or known of it; if he do not utter it, then he shall
