The guard in LA could be the start of a fascist power grab, yes. It could also be a massive overplaying of a bad hand by a president who had the worst week of his term, and an immigration czar who was publicly humiliated and is desperate to goose his numbers. We don't know yet.

LAPD moves crowd away from federal building in downtown LA

After declaring an unlawful assembly at the site of a protest in downtown Los Angeles, police confronted a crowd gathered outside a federal detention center and began moving people away from the area.
A line of officers in protective gear moved toward the crowd, which appeared to be growing, but slowly moving away from the detention center, where National Guard members were deployed earlier Sunday.
The use of less lethal munitions has been authorized by the Incident Commander.
Persons throwing items at officers will be detained and arrested.
An UNLAWFUL ASSEMBLY has been declared by the Incident Commander.
