Doesn't apply, you might want to learn the actual law. Burning a flag that you own is constitutionally protected free speech, and any law repugnant to the constitution is void. There are many laws on the books that are void, they're not law (like panhandling laws) and are unenforceable.

False. Burning the flag is political expression, whether you like it or not. Not dispersing is a separate issue. Do you believe government should have authority to rule an assembly unlawful based off the actions of a few agitators, and should the king have had that authority in the latter half of the 1700's?
It's not unprovoked, LE have been abusing people for years. People are angry.
So many will claim the love freedom, they even think they do, but they hate it with an absolute passion. What they want is a dictatorship that agrees with them. If they like it/agree everyone should be "free" to do it, but if they don't like it/agree with it, it should be illegal and even if it's not it should be because they say so!
