Throughout world history, leaders have needed expeditionary units to enforce their rules abroad. When diplomacy fails and time is of the essence, sometimes sending in the full Army is not viable. U.S. citizens may need to be rescued, property protected, or to prevent the slaughter of our allies.The nation needs action immediately; the President needs something destroyed overnight and deploys the Marines – The President’s Fist.
The Constitution grants Congress the sole power to declare war. Congress has declared war on 11 occasions, including its first declaration of war with Great Britain in 1812. Congress approved its last formal declaration of war during World War II. – Senate.gov
Without congressional approval, the president cannot deploy troops. Check.However, presidents have a trump card – the 1973 War Powers Act. Under 50 U.S. Code § 1541 – Purpose and policy section C states:
The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.
When I was in boot camp I was told, ‘If the president wants a Marine to protect a Wendy’s overseas, there would be a Marine there within 24 hours.’ There is some truth in that joke. It wasn’t long after the War Powers Act went into effect that presidents used their new power to protect the weak and defeat the strong.There is a fine legal line that the president must walk but thankfully it is clearly defined as Low-Intensity conflict.
At some point along the conflict spectrum envisioned by military and national security strategists, a LIC (Low-intensity conflict) becomes a mid-intensity conflict.’ Presumably, at this point, congressional authorization would be required for military action, provided that the conflict does not involve a direct attack against U.S. territory or U.S. military forces stationed abroad, because the conflict would be considered a “war” under Article I of the Constitution. Thus, conflicts such as those in Korea, Vietnam, or Iraq-Kuwait would require congressional approval prior to the commitment of U.S. military forces.On the other hand, military operations that fall below this point would be considered LIC, and under a theory of presidential prerogative, would not be subject to such a constitutional restriction in the absence of specific legislation. — PRESIDENTIAL PREROGATIVE UNDER THE CONSTITUTION TO DEPLOY U.S. MILITARY FORCES IN LOW-INTENSITY CONFLICT, MARK T. So, now we’ve established that the president does have the power to deploy troops but nowhere does it specifically say Marines are the force for these deployments. Technically the president can send any branch he wants.
Legally, yes, the President can now deploy whatever forces he wants instead of the Marines,but in practice that simply doesn’t happen, except for small actions by small, covert SOCOM teams, and stuff like that. Whenever it is determined that an actual military task force needs to put boots on the ground somewhere and establish an American military presence, the Marines are still the go-to. Russia’s new missiles could reach Western European capitals within minutes, Mark Rutte has warned
British people will have to learn to speak Russian if the UK fails to implement Prime Minister Keir Starmer’s plan to drastically boost defense spending, NATO Secretary-General Mark Rutte has said. Moscow has dismissed claims that it plans to invade NATO countries as fearmongering by Western politicians.
Last week, Starmer unveiled his cabinet’s Strategic Defense Review, promising to invest billions more in weapons factories, drones, and submarines to make Britain “a battle-ready, armor-clad nation with the strongest alliances and the most advanced capabilities.” London’s policy will “always be NATO first,” he said. However, the prime minister declined to set a deadline for the UK to reach its goal of increasing defense spending to 3% of GDP. (Yes definitely starve your elderly to prevent speaking Russian! These people are evil. Rutte believes he can outlast Trump.)
Speaking at Chatham House in London on Monday, Rutte said he was “really impressed” by Starmer’s plans.
Asked if the UK should increase taxes even further in order to fund the rearmament program, he replied: “it is not up to me.”
“I mean, what I know is that if we want to keep our societies safe… look, if you do not do this, if you would not go to the 5%, including the 3.5% core defense spending, you could still have the National Health Service, or in other countries their health systems, the pension system, etc., but you had better learn to speak Russian,” he said.
Rutte reiterated his claim that Russia could be ready to target NATO countries within the next five years.
“The new generation of Russian missiles travel at many times the speed of sound. The distance between European capitals is only a matter of minutes. There is no longer east or west. There is just NATO,” he said.
Russian President Vladimir Putin has rejected allegations that Moscow harbors any aggressive intentions toward NATO countries, calling them “nonsense” designed to alarm the public and legitimize major hikes in defense spending.
Moscow has been increasingly critical of Britain’s involvement in the Ukraine conflict. Russian Foreign Minister Sergey Lavrov said on Mondaythat the UK is “100%” helping Kiev to conduct terrorist attacks inside Russian territory.

Sly Stone, one of the most influential and groundbreaking musicians of the late Sixties and early Seventies who smashed the boundaries of rock, pop, funk, and soul, died on Monday. He was 82. The cause of death was a “prolonged battle with COPD and other underlying health issues,” according to a statement by his family.
“It is with profound sadness that we announce the passing of our beloved dad, Sly Stone of Sly and the Family Stone,” Stone’s family said. “Sly passed away peacefully, surrounded by his three children, his closest friend, and his extended family. While we mourn his absence, we take solace in knowing that his extraordinary musical legacy will continue to resonate and inspire for generations to come.”
The family added that Stone “recently completed the screenplay for his life story, a project we are eager to share with the world in due course.”
At the peak of his success, when hits like “Dance to the Music” and “Everyday People” were high on the charts, the wildly inventive musician and singer presented a glowingly optimistic image in step with the times, bringing together Black and white audiences, uplifting crowds with electrifying shows. But the unpredictability that was the core of his genius gave way to a long decline, as his personal demons destroyed what he had once been.
Born Sylvester Stewart in Texas in 1943, Stone started making music with his siblings as a child: The Stewart Four (Sylvester, his sisters Rose and Vaetta, and his brother Freddie) made their first single, “On the Battlefield,” in 1952. He moved to California with his family as a kid, and later became a familiar voice in the Bay Area’s music scene. As a staff producer at Autumn Records, he put together hits like Bobby Freeman’s “C’mon and Swim”; he also produced “Somebody to Love” by Grace Slick’s pre-Jefferson Airplane band, the Great Society. He was also a DJ on KSOL and KDIA, and later noted that “in radio, I found out about a lot of things I don’t like. Like, I think there shoudn’t be ‘Black radio.’ Just radio. Everybody be a part of everything.”
