If they cloud seed LA with rain for weeks, then citys drainage pumps wont be able to handle the constant pumping, and will burn up from the clearing of sewer lines and water drainage systems.
That will be expensive for LA, people will be pissed and get mad at gov g. newsome. and mayor bass, and then they cant blame President Trump.
The optics on that will be glorious, and it will divert their resources for Maintenance so they cant pay for the rioting.
Then they'll ask the feds for emergency federal funds and declarer a emergency and have DC deny there applications for funding.
