Updated to reflect the ordered departure of non-emergency U.S. government personnel.
On June 11, the Department of State ordered the departure of non-emergency U.S. government personnel due to heightened regional tensions.
Do not travel to Iraq due to terrorism, kidnapping, armed conflict, civil unrest, and the U.S. government’s limited ability to provide emergency services to U.S. citizens in Iraq. Do not travel to Iraq for any reason.
Country Summary: U.S. citizens in Iraq face high risks, including violence and kidnapping. Terrorist and insurgent groups regularly attack Iraqi security forces and civilians. Anti-U.S. militias threaten U.S. citizens and international companies. Attacks using improvised explosive devices, indirect fire, and unmanned aerial vehicles occur in many areas, including major cities. The Department of State requires U.S. government personnel in Iraq to live and work under strict security due to serious threats.
There is risk of terrorist violence, including terrorist attacks and other activity in Iraq. Visit the U.S. Department of State’s country reports on terrorism to learn more.
Demonstrations, protests, and strikes occur frequently throughout the country. These events can develop quickly without prior notice, often interrupting traffic, transportation, and other services, and sometimes turn violent.
Do not travel near armed groups or Iraq’s northern borders due to:
-Continued threat of attacks by terrorist groups
-Armed conflict
-Aerial bombardment
-Civil unrest
U.S. citizens should not travel through Iraq to engage in armed conflict in Syria, where they would face extreme personal risks (kidnapping, injury, or death) and legal risks (arrest, fines, and expulsion). The Kurdistan Regional Government in Iraq has stated it will impose prison sentences of up to ten years on individuals who illegally cross the Iraq-Syria border. Fighting on behalf of or providing other forms of support to designated terrorist organizations can constitute the provision of material support to a foreign terrorist organization, which is a crime under U.S. law that can result in penalties including prison time and large fines. Because of security concerns, U.S. government personnel in Baghdad are prohibited from using Baghdad International Airport.
The Federal Aviation Administration (FAA) has issued a Notice to Airmen (NOTAM) and a Special Federal Aviation Regulation (SFAR) due to risks to civil aviation operating within or in the vicinity of Iraq. U.S. President Donald Trump on Wednesday said China will supply rare earths up front to the U.S. as part of a trade agreement.
The relationship between the world’s two largest economies is “done,” Trump said in a post on Truth Social, while adding, “WE ARE GETTING A TOTAL OF 55% TARIFFS, CHINA IS GETTING 10%.”
He added that magnets and “any necessary rare earths” will be supplied up front by China and that the U.S. will in turn make certain concessions such as allowing Chinese students to attend U.S. colleges and universities.
The agreement is subject to final approval with himself and China President Xi Jinping, the U.S. president said, adding he intends to work closely with Xi to open up China to American trade, describing the prospect as “a great WIN for both countries!!!”
Representatives from both sides had on Tuesday revealed that a deal had been reached on trade after a second day of high-level talks in London.
“We have reached a framework to implement the Geneva consensus and the call between the two presidents,” U.S. Commerce Secretary Howard Lutnick told reporters.
That echoed comments to reporters from Li Chenggang, China’s international trade representative and a vice minister at China’s Commerce Ministry.
Rare earth elements and magnets widely used by the automotive and defense sectors emerged as a key sticking point between the world’s two largest economies.
China’s Ministry of Commerce in early April imposed export restrictions on strategically important minerals in response to Trump’s tariff increase on Beijing’s exported products.
Both sides had accused each other of reneging on a preliminary trade deal struck in Switzerland last month. Investors, however, had remained hopeful of a breakthrough following last week’s call between Trump and China’s Xi.
China is the undisputed leader of the critical minerals supply chain, producing roughly 60% of the world’s supply of rare earths and processing almost 90%, which means it is importing these materials from other countries and processing them.
U.S. officials have previously warned that this dominance poses a strategic challenge amid the pivot to more sustainable energy sources.
Trump’s back-and-forth trade policies have roiled financial markets in recent months, sparking chaos in major ports and pushing global supply chains to the breaking point.
Oil prices popped shortly after Trump’s social media post. International benchmark Brent crude futures with August delivery rose $1 a barrel to $67.87 on the news. The contract was last seen up around 1.8% for the session.

Yesterday, @FBIDetroit arrested a second Chinese national on charges of smuggling biological materials into the U.S. and lying to federal agents.
This individual is Chengxuan Han, a citizen of the People’s Republic of China and a Ph.D. student in Wuhan, China. Han is the third PRC connected individual charged on similar allegations in recent days.
Han is alleged to have sent four packages to the U.S. from China containing a biological material related to round worms — addressed to individuals associated with a lab at the University of Michigan.
Upon arriving at the Detroit Metropolitan Airport on June 8, Han allegedly made false statements to federal officials regarding the packages she had previously mailed — and had erased her electronic device just days prior.
In a follow up interview with FBI and ICE HSI agents, Han admitted to sending the packages and lying about their contents.
This case is part of a broader effort from the FBI and our federal partners to heavily crack down on similar pathogeon smuggling operations, as the CCP works relentlessly to undermine America’s research institutions.

Commerce Secretary Howard Lutnick said Wednesday that U.S. tariffs on Chinese imports will not change from their current levels, even as a trade deal between Washington and Beijing has yet to be finalized.
Asked on CNBC’s “Money Movers” if the current U.S. tariffs on China are not going to shift again, Lutnick replied, “You can definitely say that.”
President Donald Trump said in a Truth Social post Wednesday morning that U.S. duties on China will total 55% — but a White House official told CNBC soon after that that figure is not new.
Rather, it comprises the existing 30% blanket U.S. tariffs on China, plus the 25% tariffs on specific products that also were already in place, the official said.
Trump sent his all-caps post hours after Lutnick and other trade negotiators for the two economic superpowers concluded high-level talks in London.
The president said the deal is “done,” but added that it is still “subject to final approval” between himself and Chinese President Xi Jinping.
Trump said China’s tariffs on the U.S. will stay at 10%, where they have stood since both sides agreed last month to temporarily pare back retaliatory duties on each others’ goods.
That 90-day reprieve came after initial talks in Geneva that yielded a tentative de-escalation on tariffs but left other key sticking points unclear.
Trump in Wednesday’s post also wrote that “full magnets, and any necessary rare earths, will be supplied, up front, by China” as a result of the London talks.
In a follow-up, he wrote, “President XI and I are going to work closely together to open up China to American Trade.”
Lutnick said on CNBC that the takeaway from this week’s negotiations was that “they set up the Geneva truce.”
Beijing was “slow-rolling” its export of rare earths, prompting retaliation from Washington — including a crackdown on visas for Chinese students at U.S. universities, Lutnick said.
“We were at mutual assured annoyance,” the secretary said. But Trump’s one-on-one phone call with Xi last week “changed everything,” Lutnick said.
“They are going to approve all applications for magnets from United States companies right away,” he said.
But Lutnick’s optimism papered over unanswered questions that importers have about China’s promises.
For example, China has agreed to issue only temporary, six-month licenses to U.S. companies seeking to import rare earth minerals and magnets from China, The Wall Street Journal reported.
This would allow Beijing to revisit its decision to issue any given license every six months, creating uncertainty in the supply chain for U.S. companies.
The White House did not immediately respond to CNBC’s request for comment on Lutnick’s remarks, or for additional details on the London agreement terms.
