Unfortunately, Official LE is too egotistical to admit they can't do it, want to hold onto their Monopoly, or as i would bet (if gambling wasn't a sin), id bet that there is a lot of crossover between scummy scammers, rotten LEOs and the "IC".

I've studied these since 419 days.
It is VERY rare that LE takes up the case and actually participates in stopping the scammer. Once, there was a case in India the cops made a big show, and then just helped the scammers set up in a new location.
The real nasty part is the inescapable component of the Global Telecom, Banking and IC. If the "IC" wanted this stuff stopped, [They] have ALL the access and Authority to do so… yet don't.
