You were probably correct to say water flows from the Pacific Northwest into the federally funded water projects in California, where as you mentioned you thankfully turned the pumps back on in the delta to send water south where it should not have been rationed in the past.. However, geography is such that no tributary to the federal water projects you discussed (Central Valley and State Water Projects) originate outside California. Flows which do are part of the Klamath River or Colorado River, neither of which are tributary to the Sacramento–San Joaquin River Delta where the pumps you turned back on for thirsty farms and municipal use are located. It all depends on where one might draw the boundary of the Pacific Northwest. A geographic nitpicker might take exception to the idea that any water from the Pacific Northwest makes its way into Lake Shasta.
