My own suspicion is that the only individuals that were aware that it wasn't a test, were the operative that did the code injection, and their superiors.

Remember, the clowns don't answer to the military. This digital war isn't just about information you know. Some suspect that the problems with the nuke enrichment plants were cyber-hits… If they can do it to a centrifuge they can do it to a missile ;p
