In my opinion, Tucker uses his "laugh", which is not a "laugh", as a weapon. The person he is speaking with when he delivers the "laugh" is shocked at the intensity and volume of the sound he is projecting under the pretense of humor.

He got rid of the bow tie. Time to lose the "laugh" weapon.

If I recall correctly, Tucker pulled the "laugh" weapon on Putin, and immediately realized he had made a mistake. He apologized fast.
