There is that part where the law says anyone who attacks another country the US is not at war with has committed treason. Trump like his predecessors is committing Treason by attacking a country that did not attack the US (he can retaliate after attacked). His only recourse is to go to congress and ask them to declare war on Iran, which they would do anyway, that is not the point. Presidents are not unilaterally decide who is a threat and needs to be neutralized, that is the power given to Congress.
