The Breitbart article says that Huber is essentially a special prosecutor working with Horowitz to investige the FBI criminal actions.
In the youtube video, Judge N says that Huber is limited to investigating criminal activities that occurred in Utah jurisdiction.
Have these two been reconciled?

Did U1 criminal activity take place in Utah and Huber can investigate all matters that arise out of it.

I believed the Breitbart article because I believe Q directed us to it twice, but why the JN video?
I thought one of the reasons for going outside DC with a grand jury is becausue DC is 99% democrat and would exonerate all the swamp.
