The insanity of American leadership is mind blowing some times. It could be that someone brought him that option and he considered and then rejected it, or it could be that he came up with it himself (he was friends or at least acquaintances with why can't we just drone them Hilary for years). My guess is someone told him the bunker busters are not likely to work and he asked what other options there are.

I call BS, more likely Israel because MAGA does not want foreign intervention. Why would Russia and Iran not support that sentiment? There are elements of MAGA that are Pro Israel, but far from the majority. Trump is a populist, he just is surrounded by idots who try to make him think MAGA is something it is not. The backlash on Iran and Illegal Farm and Hospitality workers broke through the protective bubble and so far he seems to at least be listening and may be realizing his advisors are not giving him an accurate picture of what the American Public is saying.
