Energy ALWAYS takes the path of least resistance, so
If you have a target (being a void) 100m under ground, and you drop a bomb that penetrates 51m into the ground, then the energy from the blast travels out in all directions, until it reaches the void; now the energy takes the path of least resistance, and it fills the void in an instant, but there is no energy directed to the surface, so there is NO CRATER.
If the bomb penetrates 49m into the ground, the energy propagates in all directions, until it reaches the surface, and now, once again, the energy takes the path of least resistance, and all of the remaining energy is directed to the surface, and you get a crater.
