Notable dentist among 18 arrested in Hill Country child online predator sting

Kerrville community members were shocked to see a familiar face among the arrests.

A Texas Hill Country dentist was included in a roundup of 18 men who are accused of soliciting minors online in the Kerr County area, according to a Facebook post shared by the Kerr County Sheriff's Office on Friday, June 20.

Scott Allen Sachs, 69, of Kerrville was booked on one count of online solicitation of a minor/sexual contact. Sachs was booked into the Kerr County Jail on a bond amount set at $25,000. A Kerr County official confirmed that Sachs was a dentist who worked in Kerrville.

It is unclear if Sachs is still a practicing dentist. A Google search of his practice shows that a location attached to Dr. Scott A. Sachs at 227 Waggoman Road, Kerrville, TX 78028, is permanently closed. Comments by a former patient, employees and other dental professionals left on the Facebook post also seem to confirm that Sachs was a dentist.

Sheriff Larry Leitha is warning parents and guardians of their "vital role" in staying aware of their childrens' online activity, noting that even “seemingly harmless apps” can have hidden messaging and social features that leave children at risk.

"Our investigators are doing the tough, often unseen work to keep Kerr County’s children safe from online threats," Leitha said the Facebook post. "While strong law enforcement and prosecutions are essential, that’s only part of the solution."

The sweeping arrests came after the completion of a multi-month undercover sting operation in which investigators said they communicated with dozens of predators who were "actively seeking activities of a sexual nature with underage people" in the Hill Country.

The 18 suspects are between the ages of 26 and 69, and authorities say they were arrested after communicating with undercover investigators from the sheriff's office's Special Operations Division, the Criminal Investigations Division and the county's Digital Forensics Unit. During the operation, the suspects allegedly attempted to meet the undercover investigators, who they believed to be minors, for sexual contact.

The suspects were booked into the Kerr County Jail on bonds ranging from $20,000 to $130,000 on charges of online solicitation of a minor/sexual conduct, and authorities say additional charges may be added or modified as the suspects face trial dates.

What Is BGP Hijacking?

BGP hijacking is when attackers maliciously reroute Internet traffic. Attackers accomplish this by falsely announcing ownership of groups of IP addresses, called IP prefixes, that they do not actually own, control, or route to. A BGP hijack is much like if someone were to change out all the signs on a stretch of freeway and reroute automobile traffic onto incorrect exits.

Because BGP is built on the assumption that interconnected networks are telling the truth about which IP addresses they own, BGP hijacking is nearly impossible to stop – imagine if no one was watching the freeway signs, and the only way to tell if they had been maliciously changed was by observing that a lot of automobiles were ending up in the wrong neighborhoods. However, for a hijack to occur, attackers need to control or compromise a BGP-enabled router that bridges between one autonomous system (AS) and another, so not just anyone can carry out a BGP hijack.

You think the military can't shut down their own network?
