IF it was a us sub, the CoC dictates (i think, navyfags correct me if wrong) minimum of three people to launch a tomahawk (if no spoof orders)

 

Tomahawk Strike Coordinator (which can be any mid-level officer associated with that fleet, officed anywhere)

 

Flag Officer (for that fleet) would be a Rear Admiral or Commander, Vice Admiral, Admiral

 

Fire Controlman (on the boat)

 

on June 12, two days after the launch, there were 6 Flag Officer assignments announced. One of these announcements moved the chief of staff of the Pacific Fleet from San Diego to Tennessee to 'recruiting'.

 

don't know if these mean anything, i'm still learning about who can do what, and how long it takes to get there.

 

but perhaps we can find some news about arrests/deaths/resignations in the pacific fleet, or in washington, or in dc on June 10 associated with these (or other?) possible positions in the CoC.
