THE HAGUE, Netherlands (AP) – Ukrainian President Volodymyr Zelenskyy formally approved plans Wednesday to set up a new international court to prosecute senior Russian officials for the full-scale invasion of Ukraine.

The special tribunal will be created through an agreement between Ukraine and the Council of Europe, the continent´s top human rights body. Zelenskyy visited the Strasbourg-based organization for the first time as part of the announcement.

The special tribunal aims to target senior Russian leaders for the “crime of aggression,” which underpins the countless war crimes Ukraine accuses Russian forces of committing since the start of the war on Feb. 24, 2022. Existing international courts, including the International Criminal Court in The Hague lack jurisdiction to prosecute Russian nationals for that specific offense.

Since early in the conflict, Kyiv has been pushing for the creation of a special tribunal that goes beyond prosecuting war crimes that Ukraine alleged Russian forces committed – including bombing civilian infrastructure, killing civilians, rape, taking hostages and torture. The suspect faces treason charges for allegedly providing the locations of Black Sea Fleet vessels and air defense sites

A Russian woman suspected of treason has been detained in Novorossiysk, a major port city on the Black Sea in southern Russia, the Federal Security Service (FSB) announced on Thursday. The agency said she gathered and sent information on Russian military assets to Ukrainian intelligence.

The FSB stated that the suspect worked on a civilian vessel in the ports of Novorossiysk and Sochi. During this time, she allegedly initiated contact with a pro-Ukrainian terrorist group, which the FSB said is controlled by Ukrainian intelligence services. The woman is accused of collecting details regarding the locations of Russian Navy vessels and air defense sites and sharing them with her Ukrainian handlers.

”No damage was allowed to be inflicted on military equipment or personnel of the Russian Armed Forces due to timely measures taken,” the statement reads.

The FSB’s branch in Krasnodar Region has opened a criminal case under the article for high treason. The woman has been placed in pretrial detention. The offense carries a maximum sentence of 20 years in prison.

The Federal Court of Appeal has denied the request of the owners of a southeastern B.C. ostrich farm to perform additional avian flu testing on their flock in an effort to prevent a cull mandated by the Canadian Food Inspection Agency.

The decision, released online this week, grants a temporary suspension to the upcoming cull of the farm’s 399 birds. The court will issue its ruling on the farm’s appeal of the cull by the week of July 21.

Universal Ostrich Farm became the centre of protest and media attention after dozens of its ostriches died of avian flu in December 2024 and January 2025, and hundreds of supporters camped out at the farm last month to protest the Canadian Food Inspection Agency’s (CFIA) planned cull of the herd.

The CFIA says the avian flu outbreak at the farm is of particular concern because it is a mutation not seen anywhere else in Canada, an assertion that farm spokesperson Katie Pasitney denies.

“They don’t want us to test them because they know that we’re going to find that all of our ostriches are absolutely negative,” Pasitney said in an interview with The Epoch Times. “They are not shedding the virus. They don’t want the world to see that we have a recovered flock that they almost killed due to the failure in their own policies.”

The CFIA has said failing to cull the ostrich herd poses a risk to public safety, noting that compensation could reach up to $3,000 for each bird. Continue…

Twelve cases of measles in B.C., including three new cases in Chilliwack, have been confirmed. Across Canada, there are now 1,983 confirmed cases of the potentially dangerous infectious airborne disease in the country’s latest outbreak, according to an e-mail from Health Canada to The Epoch Times.

“There is indeed a multijurisdictional measles outbreak ongoing in Canada,” Health Canada said, adding that “of the 3,381 measles cases (3,081 confirmed, 300 probable) reported in 2025, most cases (2,273 cases; 1,983 confirmed, 290 probable) are linked to this outbreak.”

Canada reached elimination status on measles in 1998, but several outbreaks have the country on track to lose this status after October of this year. The highest provincial infection numbers come from Ontario, with 2,186 confirmed cases of measles, followed by Alberta with 961 and Manitoba with 113. Continue…

Robert Acheson worked as an inclusion teacher at a high school in the Chilliwack school district when the incidents occurred, according to a consent agreement by the B.C. Commissioner for Teacher Regulation.

A complaint was made on June 22, 2023, about his conduct during the school year.

According to the consent agreement, Acheson had commented on multiple occasions on the appearance of a student and the physical appearance of another staff member at the school.

He is also said to have shared an “inappropriate” story with a student about a “traumatic personal incident” that occurred when Acheson was in high school or middle school. The story had “inappropriate content of a sexual nature.”

Acheson was also accused of sharing a personal story with students about a high school girlfriend. It too was said to have contained “inappropriate content of a sexual nature.” Continue…

Health Canada Warns About Fake Online Drugs After Interpol Crackdown

Health Canada is warning Canadians about the risks of purchasing online drugs and health products, after an international operation targeting counterfeit medications resulted in the confiscation of more than 19,000 packages before they could enter the country.

The June 25 advisory comes the same day that the International Criminal Police Organization (Interpol) announced the seizure of 50.4 million doses of illicit pharmaceuticals worth more than $88 million as well as the arrests of 769 suspects, the largest seizure and arrest count in the organization’s history.

Dubbed Operation Pangea XVII, the five-month operation across 90 countries also led to the dismantling of 123 criminal groups worldwide, Interpol said in a press release.

Health Canada inspected 19,193 packages entering the country as part of the operation, preventing 7,096 from entering and confiscating an additional 539 at the border suspected of containing counterfeit or unauthorized health products valued at approximately $378,000.

Nearly 70 percent of the seized products were sexual enhancement medications and 10 percent were herbal and dietary supplements, Health Canada said. Smaller amounts of veterinary and antiparasitic drugs, hormones, antibiotics, and weight loss drugs were also seized. Continue…

Nearly 60 percent of Canadians say they are concerned with misinformation, according to a new Statistics Canada study.

The report released on June 18 found that 59 percent of Canadians said they had a very high or extreme level of concern over online misinformation, while 14 percent said they were not very or not at all concerned. Additionally, 43 percent of Canadians said they found it harder to distinguish between true and false news or information compared to three years earlier.

As first reported by Blacklock’s Reporter, the report said concern with misinformation was associated with lower trust in various institutions like banks and the justice system. “Those who reported being somewhat, not very, or not at all concerned about online misinformation were often more likely to have higher levels of confidence in Canadian institutions,” the report said.

There were regional differences in Canadians’ concern with misinformation, with 50 percent of Quebecers being concerned with it compared to 63 percent in Ontario and the Prairies and 62 percent in British Columbia.

The report’s authors said Quebec’s relative lack of concern with misinformation could be in part “due to the unique sociodemographic make up” of the province, which includes an older population and small number of French-language news sources to use to verify information.

The report also found indications that some groups with lower levels of concern about misinformation, typically younger or less educated Canadians, felt less optimistic about democracy in Canada. Around 40 percent of these Canadians were hopeful about democracy, while 54 percent of those with high levels of concern about misinformation were hopeful. Continue…

Canada’s Minister of Energy and Natural Resources Tim Hodgson says that Canada needs the “same spirit” that mobilized the country’s workforce and industrial base during and after World War II in order to rebuild the nation’s economy today.

Delivering a keynote speech at the Toronto Region Board of Trade on June 25, Hodgson said he wants all Canadians to “stand side-by-side” as Canada moves forward on major projects of national importance in resources, energy, and infrastructure.

Hodgson, who previously worked with Prime Minister Mark Carney at Goldman Sachs, said Canada will need to double its electricity production in the next two decades and move forward on major projects in mining, forestry, energy, and critical mineral extraction. Canada’s growing importance in “the entire value chain” of critical minerals is a big opportunity, according to Hodgson, who said, “We can and will extract our minerals sustainably, refine them responsibly, and move them to market efficiently.”

Bill C-5, legislation that deals with major projects, goes before the Senate this week for final approval after having passed the House of Commons. It would fast-track the regulatory process on major infrastructure projects deemed in the national interest, and commits to reaching a final decision on such projects within two years of their proposal. It would also help projects “stay on track,” according to Hodgson.

In December, 2024 the Canada Energy Regulator projected that Canada would have to more than double its electricity output in order to meet commercial, industrial, and residential needs, with particular demand coming from electric vehicles.

In addition to sounding a bright note about Canada’s economic future and pointing to a growing pivot towards nuclear energy, Hodgson said the government is building “strong partnerships with Canada’s unions” and making it easier for workers to move between provinces for work. Continue…

The report associates the legal 'erasure of sex' with increased vulnerability to exploitation, particularly in the context of 'gender transitions' among children.

A report presented on June 25 by the United Nations’ special rapporteur on violence against women warns of emerging forms of sex-based violence, including medical procedures related to “gender transitions” in minors.

“Allowing children access to such procedures not only violates their right to safety, security and freedom from violence, but also disregards their human right to the highest standards of health and goes against their best interests,” the report says.

Titled “Sex-based violence against women and girls: new frontiers and emerging issues,” the report acknowledges the “concerted international push to delink the definition of men and women from their biological sex,” which then essentially erases the legal definition of a woman.

According to the report, redefining legal categories of “man” and “woman” apart from biological sex may result in the erasure of women’s legal identity and protections.

“The erasure of sex as a distinct vector of analysis within law and policy obscures the unique vulnerabilities of females, increasing the risk of exploitation,” the report says.

The report associates this erasure with increased vulnerability to exploitation, particularly in the context of medical “transitions” among children. Continue…

Ottawa has changed its requirements for post-study work permits, adding more than 100 fields of study to its list of eligible programs that students can complete before applying for work visas. Meanwhile, 178 formerly eligible fields have now been cut.

The move is part of broader student visa changes first announced in November 2024.

The changes require international students who want to qualify for a post-graduation work permit to complete a program in a field that is linked to long-term labour shortages in Canada. The change applies to those in non-degree programs or those who are not earning a bachelor or postgraduate degree.

More than 900 fields of study are eligible for the permit. The new eligibility criteria, announced June 25, went into effect the same day.

The updated list of eligible fields of study is connected to the 2025 Express Entry priorities that were announced in February, the government said. The list focuses on attracting immigrants with skills in sectors that have a labour shortage.

Ottawa said it is looking to attract those with strong French language skills or those with work experience in industries such as health care, social services (doctors, nurse practitioners, dentists, psychologists, and chiropractors), the trades (carpenters, plumbers, and contractors) and education (teachers, child care educators and instructors for those with disabilities). There is no evidence to indicate the outcome of April’s federal election was influenced by foreign interference, disinformation, or voter intimidation, despite a marked increase in the number of complaints about the campaign, Canada’s elections commissioner says.

A preliminary report from Commissioner Caroline Simard said her office received 16,115 complaints related to the spring campaign that concluded on April 28. That is seven times the number of complaints received during the elections in 2019 and 2021, the Office of the Commissioner of Canada Elections (OCCE) said, noting that it was receiving as many as 650 complaints each hour in the early stages of the campaign.

A portion of these figures can be attributed to receiving multiple complaints about identical issues, the report said. Common complaint themes identified by the commissioner were related to elections advertising, publication of false statements about candidates, and distribution of photos or videos of ballots.

Meanwhile, the volume of complaints on more serious issues was lower than her office expected.

“While my office did receive complaints regarding allegations related to foreign interference, the use of artificial intelligence, and disinformation, it was certainly not of the magnitude we anticipated in most cases,” she said in the report. “So far, based on our initial observations and the information we have, there is no evidence to suggest that the election outcome was affected in any way.”

A number of complaints lodged with Simard’s office thus far indicated either public misconceptions about what constitutes illegal activities in elections, or confusion about which part of the Canada Elections Act had been breached, the report said. Continue…

Defence Minister David McGuinty says Ottawa is considering two different partnerships with Ukraine to co-produce drones, following the lead of other European countries.

McGuinty made the comments at a press conference following a two-day visit to Latvia on June 26, saying Ukraine has made “huge strides and advances in drone technologies” because of its war with Russia.

He said partnering with Ukraine on drones is “under active consideration at the Department of National Defence.”

Ottawa is contemplating the same partnership that France and Ukraine have established, in which automaker Renault joined with Ukrainian manufacturers to build drone factories in both countries, the defence minister said.

McGuinty says another possibility Canada is considering is the “Danish model,” where the government offers financial assistance and then procures drones directly from Ukrainian companies.

“We'll be looking at both those models very carefully and we’ll have more to say about that in due course,” he said. Continue…

The Canada Infrastructure Bank is providing a $1 billion loan to BC Ferries to purchase four new vessels from a Chinese state-owned shipyard, a move that has sparked concern among federal and provincial politicians alike.

The Canada Infrastructure Bank (CIB), a federal Crown corporation, made the announcement on June 26, saying the below-market-rate financing provided to BC Ferries will help reduce future fare increases and support the modernization of the ferry operator’s fleet.

The update comes after federal Transport Minister Chrystia Freeland asked her British Columbia counterpart Mike Farnworth in a letter last week to “verify and confirm with utmost certainty that no federal funding will be diverted to support the acquisition of these new ferries.”

Freeland criticized the deal with the Chinese company, pointing to tariff tensions, national security risks, and the need to prioritize Canadian firms. She highlighted the financial support Ottawa has provided to the ferry operator, including roughly $37.8 million Transport Canada will give the province to support BC Ferries. The newly announced $1 billion loan to BC Ferries was approved by the CIB’s board in early March, according to the bank.

Jim Balsillie, the Canadian businessman and philanthropist, has donated $5 million to Wilfrid Laurier University for the establishment of a digital governance initiative to build economic resilience and digital sovereignty.

“The nature and the structure of the global economy and global security has shifted foundationally in the last 30 years in a degree and rapidity that’s unprecedented in mankind,” said Balsillie in an interview. “And if you want to be a sovereign and secure and prosperous nation, you need the capacity for navigating that on a front-footed basis. So, this investment is all about that.”

In a news release, the university in Waterloo, Ont., said Canada needs to “shape policy and increase productivity amid growing threats to sovereignty and security.” It said the Balsillie donation will go toward setting up a legal advisory centre that tackles international trade and technology governance, and establishing professional training programs and a proposed graduate degree that focuses on “law, digital sovereignty and global technology governance.”

“This is about building capacity to manage the expertise into these realms that are digital, whether it’s AI, data, blockchain currencies, intellectual property, trade agreements, all of these things are the realms that this is contended, and Canada has had an eroding prosperity, it’s had an eroding sovereignty because the terrain of protecting and advancing those is the digital realm,” said Balsillie, the former co-CEO of Research in Motion, the company that developed the Blackberry. A family from Afghanistan that fled Russia after their eldest son got a draft notice in 2023 has won another chance at staying in Canada in part because some of their five sons could get pulled into the war on Ukraine or one of the belligerent bear’s future fights.

Canada’s Refugee Appeal Division (RAD) found that if Alireza and Shafiq Saberi and four of their children were sent back to Russia, two of their sons, ages 17 and 13, would likely be conscripted during the conflict and suffer discrimination in the military.

The division determined that the two teenagers were refugees, but rejected appeals for refugee protection for the parents and their two youngest children, finding it “difficult to imagine” the two boys, now 10 and three, would suffer the same fate.

It determined the father was too old for conscription and Russia isn’t drafting women.

However, a Federal Court judge has overturned that conclusion. Justice Angus Grant, in a recent decision out of Toronto, noted that the RAD should have considered the possible future treatment of Ali Yaser, the couple’s 10-year-old son, if he were drafted. Grant noted concerns both that the boy could be treated poorly in the Russian military on account of being a minority and that he risks conscription in the future. Continue…
