Full text of EU report on Israeli crimes in Gaza
The EU has corroborated UN allegations that Israel was guilty of "indiscriminate attacks … starvation … torture … [and] apartheid" against Palestinians in a leaked "review".
The "restricted", eight-page EU foreign service document was circulated to member states' embassies in Brussels on Friday (20 June) and leaked in full (see below) for the first time by EUobserver.
It concluded, on page eight, that "there are indications that Israel would be in breach of its human rights obligations" in a 25-year-old EU-Israel "association agreement", which could cost Israel €1bn/year in trade perks - if member states were to take action.
The leaked EU paper was bracketed with assorted caveats.
It was billed merely as a "note" to "contribute to the ongoing review" of EU-Israel relations, rather than as the last word on the subject.
It didn't entail "any value judgment" by EU foreign affairs chief Kaja Kallas or EU Commission president Ursula von der Leyen.
It apologised for excluding violence by Palestinian militant group Hamas, but said this lay outside its scope.
And it was chiefly based on findings by the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva and the International Court of Justice (ICJ) in The Hague - because Israel had allowed the EU "no capacity" to do its own investigations in Gaza, the Kallas report said.
But it referenced chapter and verse of the laws of modern warfare.
And it chronicled a litany of Israeli violations, lending EU weight to the factuality of the UN findings, and conjuring horrific images of events on the ground.
Israel's food blockade meant "half a million people (one in five)" in Gaza were "facing starvation", the Kallas report said.
"The blockade and siege of Gaza by Israel amounts to collective punishment … and may also amount to the use of starvation as a method of war", it added.
Israel was "in violation of an ICJ provisional ruling" designed to "prevent the commission of acts within the scope of the genocide convention", the EU review noted, in its only use of the word "genocide".
It spoke of "indiscriminate [Israeli] attacks" using "heavy weapons, including air-dropped bombs, on places were civilians are sheltering".
Victims included babies, infants, and disabled people.

Harvard study finds Israel ‘disappeared’ nearly 400,000 Palestinians in Gaza, half of them children: Report
The study uses data-driven analysis and spatial mapping to highlight a severe decline in Gaza’s population due to Israel’s indiscriminate attacks and siege
A new report published by the Harvard database reveals that Israel has “disappeared” at least 377,000 Palestinians since the start of its genocidal campaign against the Gaza Strip in 2023.
Half of this number is believed to be Palestinian children.
The report was written by Israeli professor Yaakov Garb, who used data-driven analysis and spatial mapping to show how the Israeli army’s siege of Gaza and indiscriminate attacks on civilians in the enclave have led to a serious drop in its population.
The 377,000 Palestinians who are unaccounted for due to Israel’s genocide are approximately 17 percent of the Gaza Strip’s entire population, which now stands at about 1.85 million. Prior to the war in Gaza, the strip’s population was estimated at 2.227 million.
While some are displaced or missing, a significant number are believed to have been killed by Israeli forces, according to the report.
The professor notes that the official death toll of 61,000 is clearly an underestimate, as victims who remain trapped under rubble are not included.
Garb also condemned in the report the Gaza Humanitarian Foundation (GHF) – a controversial US-Israeli aid distribution mechanism launched last month.
“These aid compounds seem to reflect a logic of control, not assistance, and it would be a misnomer to call them 'humanitarian aid distribution hubs'. They do not adhere to humanitarian principles, and much of their design and operation is guided by other objectives, which undermine their declared purpose,” he said.
The UN has accused GHF of being designed to further the forced displacement. Since it began operations, GHF has led to the deaths of hundreds of Palestinian aid seekers by Israeli forces.
The Harvard report is not the first indication that the death toll in Gaza could, in fact, be significantly higher than reported.
The Lancet medical journal released a study in January this year revealing that the death toll from Israel’s genocide in Gaza was most likely undercounted by 41 percent in the first nine months of the war.
The January study highlighted that around 59.1 percent of those killed were women, children, and elderly.
The year before, in July 2024, The Lancet said Israel's assault on Gaza could lead to between 149,000 and 598,000.

DeepSeek aids China's military and evaded export controls, US official says

AI firm DeepSeek is aiding China's military and intelligence operations, a senior US official told Reuters, adding that the Chinese tech startup sought to use Southeast Asian shell companies to access high-end semiconductors that cannot be shipped to China under US rules.
Hangzhou-based DeepSeeksent shockwaves through the technology world in January, claiming its artificial intelligence reasoning models were on par with or better than US industry-leading models at a fraction of the cost.
"We understand that DeepSeek has willingly provided and will likely continue to provide support to China's military and intelligence operations," a senior State Department official told Reuters in an interview.
"This effort goes above and beyond open-source access to DeepSeek's AI models," the official said, speaking on condition of anonymity in order to speak about US government information.
The US government's assessment of DeepSeek's activities and links to the Chinese government have not been previously reported and come amid a wide-scale US-China trade war.
Among the allegations, the official said DeepSeek is sharing user information and statistics with Beijing's surveillance apparatus.
Chinese law requires companies operating in China to provide data to the government when requested. But the suggestion that DeepSeek is already doing so is likely to raise privacy and other concerns for the firm's tens of millions of daily global users. The US also maintains restrictions on companies it believes are linked to China's military-industrial complex.
US lawmakers have previously said that DeepSeek, based on its privacy disclosure statements, transmits American users' data to China through "backend infrastructure" connected to China Mobile, a Chinese state-owned telecommunications giant.
DeepSeek did not respond to questions about its privacy practices.
The company is also referenced more than 150 times in procurement records for China's People's Liberation Army and other entities affiliated with the Chinese defense industrial base, said the official, adding that DeepSeek had provided technology services to PLA research institutions.
Reuters could not independently verify the procurement data.
The official also said the company was employing workarounds to US export controls to gain access to advanced US-made chips. The US conclusions reflect a growing skepticism in Washington that the capabilities behind the rapid rise of one of China's flagship AI enterprises may have been exaggerated and relied heavily on US technology.
DeepSeek has access to "large volumes" of US firm Nvidia's NVDA.O high-end H100 chips, said the official. Since 2022, those chips have been under US export restrictions due to Washington's concerns that China could use them to advance its military capabilities or jump ahead in the AI race.
"DeepSeek sought to use shell companies in Southeast Asia to evade export controls, and DeepSeek is seeking to access data centers in Southeast Asia to remotely access US chips," the official said.

Google AI Overviews and other AI search services appear to be starving the hand that fed them.
Google's AI-generated summaries of web pages, officially released in May 2024, show up atop its search results pages so search users don't have to click through to the source website.
A year later, enterprise AI analytics biz BrightEdge reported that Google AI Overviews had generated more search impressions (up 49 percent), but click-throughs to the actual websites dropped 30 percent.
That means AI Overviews is leading more people to use Google Search to find answers to their queries. But those people are less likely to follow search results links that lead to the source website. Good for Google. Terrible for the ecosystem of websites that had learned to depend on search referrals for buyers, readers, and viewers.
Kevin Indig, who writes about search engine optimization (SEO), marked the one-year anniversary of AI Overviews with a usability study. Based on data from the 70 individuals surveyed, he observed that when AI Overviews are absent, "outbound click rates rise to an average of 28 percent on desktop and 38 percent on mobile."
Ahrefs, an SEO site, in April said AI Overviews reduced clicks by about 35 percent.
Citing data provided by SimilarWeb (which SimilarWeb shared with El Reg, Barron's last week reported that search referrals to top US travel and tourism have fallen 20 percent year on year, while news and media sites saw search-driven traffic drop by 17 percent during that period.
Other categories of website also showed declining search referral traffic: e-commerce (-9 percent); finance (-7 percent); food/drink (- 7 percent); and lifestyle/fashion (-5 percent).
Meanwhile, AI search engine referrals have replaced only about 10 percent of traditional search referral traffic, according to SimilarWeb.
While the stats vary depending on who's measuring, the story is consistent: web publishers, who provided the content that trained these AI models, face dramatically diminishing visitors, which means lower advertising and subscription revenues, even amid overall growth in search impressions.
This may help explain the lawsuits web publishers have filed against AI firms.

ICE Raid Uncovers ‘Massive Identity Theft’ Scheme by Illegal Aliens with over 100 American Victims
More than 100 Americans have been victimized by what Immigration and Customs Enforcement (ICE) officials are calling a “massive identity theft” scheme by illegal aliens who worked at the Glenn Valley Foods meatpacking plant in Omaha, Nebraska.
As Breitbart News has chronicled, on June 10, ICE agents raided Glenn Valley Foods and discovered more than 70 illegal aliens working at the meatpacking plant — some for several decades.
The raid helped open jobs for legal immigrants and some Americans.
Glenn Valley Foods executives have repeatedly said they used E-Verify, the federal program that is designed to weed out illegal employment, and believed they had a legal workforce.
Now, ICE agents can reveal that illegal aliens at Glenn Valley Foods were operating a sophisticated identity theft scheme that allowed them to pass through E-Verify using stolen Social Security Numbers of American citizens.
“There have been individuals who have gone on the record recently referring to the identity thieves we arrested last week as ‘good, hardworking, and honest,'” ICE’s Mark Zito said in a statement:
These so-called honest workers have caused an immeasurable amount of financial and emotional hardship for innocent Americans. If pretending to be someone you aren’t in order to steal their lives isn’t blatant, criminal dishonesty, I don’t know what is. [Emphasis added]
In one case, a disabled American in Texas struggled to secure their Social Security benefits because an illegal alien at Glenn Valley Foods had stolen their identity and was using it to work and collect wages.
Likewise, an American in Pennsylvania was denied vital prescriptions by his healthcare provider because his identity had been stolen by an illegal alien at Glenn Valley Foods.
In another case, an American in California has struggled for 15 years to regain his identity and mend financial damages after an illegal alien at Glenn Valley Foods stole it to work at the plant.
Meanwhile, a full-time nursing student in Missouri lost her college tuition assistance after an illegal alien working at Glenn Valley Foods stole her identity. The American was also prevented from renewing her driver’s license as a result of the identity theft because the illegal alien who stole her identity had several unpaid traffic tickets.
In Colorado, an American was hit with an Internal Revenue Service (IRS) notice that required them to repay over $5,000 to the federal government because an illegal alien working at Glenn Valley Foods, who stole their identity, had inflated their income.
“The criminals who stole these identities didn’t just break the law, they upended lives,” Zito said. “These victims aren’t faceless statistics; they’re real people who are being denied healthcare and have lost educational opportunities.”

Video of explosion at Iran's Evin Prison suspected of AI manipulation
Doubts are being raised about the authenticity of a video being widely shared online purporting to show a strike on Iran's Evin prison.
The facility in Tehran has been the primary prison for housing political detainees since Iran's 1979 revolution, according to Reuters.
The agency said it had been the site of executions, and that several high-profile foreign prisoners were held there.
Israeli Defence Minister Israel Katz said the military was carrying out strikes in Tehran, including on Evin, on Monday.
Minister for Foreign Affairs Gideon Sa'ar shared a black-and-white video claiming to show a security camera video of a strike on the prison's gates.
The 6-second clip shows the gates of the prison, which explode just before the 2-second mark.
The straight lines of a door then wobble in an unusual way.
He is also a professor at University of California, Berkeley, specialising in media forensics.
"Unfortunately, the quality of the video is too poor for proper analysis using forensics or our models," Professor Farid said.
"That said, we have our doubts as to the authenticity of this video."
The forensic team at GetReal traced the earliest version of the video to a Telegram channel called "Iran Human Rights Society".
"Now is the time to help the prisoners," its post read.
GetReal also found an image of the prison from 2023.
"It seems more likely that an AI-powered image-to-video generator was used with this image as the source," Professor Farid said.
The top left of the video also reads "CAMERA 07" in a country where the dominant language is Farsi, not English.
Videos confirm strike
ABC NEWS Verify is not suggesting there was no Israeli strike on Evin, only that this "security camera video" may have been AI-generated or manipulated in some other way.
Other videos from around the prison, showing smoke in the area, can be geo-located and verified.

Mamdani went on, claiming, "These stores will operate without a profit motive, or having to pay property taxes or rent, and will pass on those savings to you," referencing the viewer.
Mamdani never mentioned who would pay for the buildings, products, or labor, avoiding the obvious fact that taxpayers would be on the hook. The Heritage Foundation's Chief Economist and Townhall Columnist, EJ Antoni explains, "Socialist price controls are great at producing two things: shortages of things you want and surpluses of things you don’t.
