There's a principle in project management that says of these three variables:

• Time

• Resources

• Quality

You usually only have control of 2 out of the three. What if POTUS fixed the time, ie I want all of this done by 11/10/18. But allow them to vary resources and quality, ie I'll give you all the people you need (resources) to get this done right (quality).
