tomahawk CoC is three people, i think.

a Rear Admiral would be the middleman, again, I THINK. as a Flag Officer for the fleet. He would have direct communications with the Fire Controlman who pressed the launch button.

i suspect that they knew about 'the plan' to launch a missile.

but they couldn't predict the controlman (not comped, just the button pusher) and maybe there are enough comped flag officers who are 'allowed' to call for a launch that they also couldn't predict that person (or the TSC).

so I THINK the Flag Officer was the problem.
