I still don't get judge N's insistence that a grand jury must be empaneled in the state the crime was committed in.

Seems to me that federal crimes can be investigated by a grand jury anywhere in the US.

RICO crimes are committed across state lines and occur simultaneously in multiple states…

In Huber's cases almost all of the evidence to be submitted to a grand jury would be paper work, procedural manuals, SOP etc… not many 'witnesses' to call, so why couldn't it happen in Utah?
