British man charged over mock Disneyland wedding to child had been investigated by BBC
The British paedophile charged in connection with organising a "mock wedding" to a child in Disneyland Paris is Jacky Jhaj, who was found guilty of sexual activity with two 15-year-olds in 2016, the BBC understands.
Jhaj, 39, has been charged in connection with organising the fake ceremony on Saturday, in which a nine-year-old Ukrainian girl was due to feature as his bride.
He was arrested when police were called on Saturday morning by an actor who said he had been hired by Jhaj to play the father of the bride.
The BBC has previously investigated how Jhaj was able to hire hundreds of children to act as his fawning fans at a fake film premiere in London's Leicester Square in 2023.
Some of the children, who had been hired from casting agencies, were as young as six.
Teenage girls told the BBC that they had been asked to scream for him and try to touch him, without being told his real identity by the agencies.
Then in June last year, Jhaj was seen giving gifts to children outside dance auditions for another production - he was recognised by a parent who had seen the BBC article.
Two months later, and following the BBC's further investigation, Jhaj was filmed posing naked in front of a mocked-up BBC News lorry in London which had been set on fire.
For the mock wedding at Disneyland Paris, which was to be filmed by Jhaj's team, around 100 French extras had been recruited to take part.
The BBC understands that he appeared in front of a judge in Meaux, north-east of Paris, on Monday and was charged with fraud, breach of trust, money laundering, and identity theft and placed in pretrial detention.
Preliminary findings also stated that he had allegedly been "made-up professionally so that his face appeared totally different from his own", according to the French prosecutor.
Jhaj has been on the sex offenders register since 2016 and has spent time in prison. He is subject to restrictions on his freedoms under the terms of a Sexual Harm Prevention Order.
Since he was released from prison, he has repeatedly staged productions involving children or young people.
BBC News can reveal that some videos of these productions were uploaded to a YouTube account styled as an official performer's channel.
The account received more than six million views and had over 12 million subscribers.
A video on a different channel included secretly filmed footage of one of the 15-year-old victims he was convicted of sexually exploiting.
Her family has told the BBC that Jhaj "destroyed" her life and said it's unacceptable that YouTube allowed the video to be watched for entertainment for four years.
Videos of the productions remained on YouTube for years until last September, when the BBC alerted Google, which owns the platform.
It told the BBC at the time that it takes users' safety seriously, but offered no explanation as to how an account featuring a man with almost no profile or success had 12 million subscribers, or why the videos were not removed.
Over the past two years, the BBC has spoken to videographers, production assistants and technicians who worked on some of the events before they discovered Jhaj's real identity.
Their records show that the cost of hiring casts and venues has run into hundreds of thousands of pounds.
The cost of hiring the area in front of the Odeon cinema in London's Leicester Square, which hosts red carpet events for major Hollywood premieres, would have run into tens of thousands of pounds.
French outlet BFMTV reported that the fake wedding at Disneyland may have cost organisers more than €130,000 (£110,000).
It remains unclear how these elaborate productions have been funded.
The French prosecutor said the Ukrainian girl arrived in France two days before the Disneyland event – but had not been a victim of either physical or sexual violence and had not been "forced to play the role" of a bride.
The prosecutor's statement also said that Disneyland Paris had been "deceived" and that the organiser had used a fake Latvian ID to hire the venue. Disneyland Paris can be rented by members of the public outside opening hours.
In a statement, the UK's Metropolitan Police said:
"A 39-year-old man is wanted by the Met Police for breaching a Sexual Harm Prevention Order and a breach of a Sex Offenders' Register notification requirement.
"We are aware the man has been arrested in France for other matters and officers are in contact with the French authorities."

Education Department unveils grants to teach Founding documents ahead of America’s 250th birthday
In celebration of the country’s 250th birthday next year, the U.S. Department of Education has announced a new grant program for seminars to teach the principles behind America’s founding documents.
The department said in a Monday press release that applications are now open for this year. Secretary of Education Linda McMahon also promoted the grant on X the same day, with the deadline for applications slated for July 2.
“As our nation’s 250th birthday approaches, the Department of Education is providing grantees with an opportunity to celebrate the roots of our constitutional republic and teach students about America’s Founding principles and the responsibilities of citizenship,” Hayley Sanon, the acting assistant secretary for the Office of Elementary and Secondary Education, said in the press release.
“This new program will fund seminars that equip educators and students with the knowledge and civic values needed to uphold the freedoms we enjoy,” she continued.
The grant program aims to promote seminars studying essential aspects of American political history and “directly commemorate the 250th anniversary of the Founding of the United States.”
Approved seminars must examine America’s founding texts, such as the Constitution and Declaration of Independence.
“Seminars must study the American political tradition (ideas, traditions, institutions, and texts essential to American constitutional government and American history) with a focus on the first principles of the Founding, their inclusion in the Declaration of Independence, the U.S. Constitution, and the Bill of Rights,” the press release says.
The new program comes amid efforts to improve American civics and teaching of U.S. history.
A September survey found that American citizens know very little about the rights protected under the First Amendment. For example, less than a third of Americans correctly named freedom of the press as enshrined by the First Amendment.
Under President Trump, the Department of Education’s goals have shifted to remove Diversity, Equity, and Inclusion (DEI) initiatives, keep men out of women’s sports, and promote options for school choice.

North Korea, Russia move to establish regular air service between capitals as military, economic ties deepen
Efforts appear to be underway to establish regular air service between Pyongyang and Moscow, a move analysts say could accelerate the growing military and economic cooperation between North Korea and Russia spurred by the war in Ukraine.
Citing sources, NK News, a U.S.-based North Korea-focused news outlet, reported Tuesday that Russian airline Nordwind has applied to the Russian Federal Air Transport Agency for permission to operate a direct Pyongyang-Moscow route twice a week.
Currently, the only regular air service between the two countries is a Pyongyang-Vladivostok route used to transport North Korean laborers, government officials and Russian tourists.
Following two summits between the countries' leaders in September 2023 and June 2024, North Korea and Russia have moved to expand transportation links. Last week, a direct train service from Pyongyang to Moscow, carrying five North Korean train engineers, began operations.
In April, the two sides also launched construction of a new vehicle bridge over the Tumen River, which marks part of their border, with completion targeted for the second half of next year.
Moves to open direct flights between Pyongyang and Moscow appear to have accelerated following a visit to the North by Russian Security Council Secretary Sergei Shoigu.
During his June 17 meeting with North Korean leader Kim Jong-un, Shoigu expressed hope to resume direct flights between the capitals — discontinued for over 30 years — while mentioning the planned deployment of an additional 6,000 North Korean military construction personnel to Russia.
According to South Korea’s Ministry of Unification, regular flights between Pyongyang and Moscow, once operated by Russian flag carrier Aeroflot, were suspended in November 1992.
Russia had previously indicated that any resumption of direct flights would depend on passenger demand.
Alexander Kozlov, Russian minister of natural resources and co-chair of the intergovernmental committee for trade, economic and scientific cooperation with North Korea, said in a September 2024 interview that airlines will operate flights if there is sufficient passenger demand.
Experts say the revived route could serve mutual interests as North Korea seeks to expand overseas labor dispatches — a key source of hard currency hampered by international sanctions — and Russia looks for inexpensive, skilled construction workers.
“The decision by Pyongyang and Moscow to send military construction workers to rebuild the Kursk region is a key indicator,” said Jung Yoo-suk, a researcher at the Korea Institute for National Unification. “From Russia’s perspective, hiring inexpensive and skilled labor from North Korea is an appealing option.”

Trump threatens tough trade deal for Spain after it refuses to meet NATO defense spending target

U.S. President Donald Trump on Wednesday said Spain’s refusal to meet the NATO defense spending target of 5% of gross domestic product will mean a tougher trade deal for the southern European country.
Speaking at a news conference at NATO’s annual summit in the Netherlands, Trump said it was “terrible” that Spain wouldn’t commit to meeting the target by 2035.
“You know they are doing very well. The economy is [doing] very well. And that economy could be blown right out of the water with something bad happening,” Trump said.
“You know what we’re going to do? We’re negotiating with Spain on a trade deal and we’re going to make them pay twice as much — and I’m actually serious about that. I like Spain … it’s a great place and they are great people, but Spain is the only country out of all of the countries that refuses to pay,” he continued.

In a joint declaration, the Western military bloc said it was “united in the face of profound security threats and challenges,” in particular the long-term threat posed by Russia to Euro-Atlantic security and the “persistent threat” of terrorism.
Earlier in the day, Spanish Prime Minister Pedro Sanchez said the country would meet NATO’s new capabilities targets, which refer to measures members should take to defend themselves and the broader military alliance.
However, Sanchez said Madrid considers current defense spending of 2% of GDP as “sufficient, realistic and compatible with the welfare state,” Reuters reported. Sanchez also reportedly thanked NATO allies for “respecting Spain’s sovereignty.”
A Spanish government spokesperson was not immediately available when contacted by CNBC.

Top Biden aide admits to Congress she directed autopen signatures without knowing who gave final approval
Neera Tanden said she never discussed Biden's mental acuity with other White House officials during time as top aide.
A former top aide to President Joe Biden said she was authorized to direct autopen signatures but was unaware of who in the president's inner circle was giving her final clearance, according to a source familiar with the aide's closed-door testimony in front of Congress Tuesday.
Neera Tanden, the former director of Biden's Domestic Policy Council, testified for hours Tuesday during an interview in front of the House Oversight Committee, which is investigating the former president's mental acuity and his use of an automatic signature tool that allowed aides to sign pardons, memos and other important documents on Biden's behalf.
During Tanden's interview before Congress, which lasted more than five hours, she told lawmakers that, in her role as staff secretary and senior advisor to the former president between 2021 and 2023, she was authorized to direct autopen signatures on behalf of Biden, an Oversight Committee official told Fox News.
The system of approval used, according to Tanden's testimony relayed to Fox News, was inherited from previous administrations.
Tanden, who reportedly said during her testimony that she had limited interactions with Biden in her role, according to sources familiar with her testimony, described an approval process that left her – at least partly – in the dark about who specifically was giving final approval on the decisions to use the automatic signature tool, even though she simultaneously insisted Biden was in charge.
Tanden reportedly testified that to get approval for the use of autopen signatures she would send decision memos to members of Biden's inner circle. However, she added that she was not aware of what actions or approvals took place between the time she sent the decision memo and the time she received it back with the necessary approval, according to the source familiar.
"Ms. Tanden testified that she had minimal interaction with President Biden, despite wielding tremendous authority," remarked House Oversight Chairman James Comer. "She explained that to obtain approval for autopen signatures, she would send decision memos to members of the President’s inner circle and had no visibility of what occurred between sending the memo and receiving it back with approval. Her testimony raises serious questions about who was really calling the shots in the Biden White House amid the President’s obvious decline. We will continue to pursue the truth for the American people."
Per an Oversight Committee staffer in the minority, the characterization that Tanden testified she was in the dark when it came to who was giving final approval for the autopen is "a lie," noting in a statement sent to Fox News Digital a day after Tanden's testimony that the former White House staffer received "written sign off [from Biden] on every executive action she presented him with."
"Any other characterization is a distortion of the testimony," the official said. "To intimate that Neera Tanden said President Biden did not approve every single presidential decision and sign off on every executive action coming out of the White House is a lie."
Tanden's attorney, Michael Bromwich, echoed the staffer's statement in comments to Fox News Digital the following day after Tanden's testimony as well.
"The autopen was used … only after the President personally approved the decision," he insisted. "Aides at no time signed these documents on President Biden’s behalf." Bromwich added that Tanden was "never" in the dark about who was giving final approval decisions.
Tanden was reportedly asked during her testimony whether she ever discussed Biden's health or his fitness to serve as president during her time as a top aide, including during the period of the former president's widely criticized debate performance last summer. Tanden said she did not, responding "no" every time lawmakers laid out names of officials she could have potentially discussed it with, according to a source familiar with her closed-door testimony.
Tanden did not speak to reporters on the way to the Capitol Tuesday morning. Upon exiting, she expressed her willingness to cooperate with the ongoing investigation.
"I just spoke with the House Oversight Committee, Majority and Minority Council. I answered every question, was pleased to discuss my public service and it was a thorough process. And I'm glad I answered everyone's question," Tanden told reporters.
When subsequently asked whether there was any effort to hide Biden's condition, Tanden replied, "Absolutely not."
In addition to Tanden, Biden's former White House physician, Dr. Kevin O'Connor, will appear for a deposition in front of House Oversight lawmakers after being subpoenaed by Republicans.
The Oversight Committee also plans to hear from Anthony Bernal, who served as a senior advisor to former first lady Jill Biden; Annie Tomasini, who was Biden's former deputy chief of staff; and Ashley Williams, who was the former deputy director of Oval Office operations under Biden.
Oversight Republicans are also seeking interviews with officials who were some of Biden's closest confidants, including former chief of staff Ron Klain and Anita Dunn, a former senior advisor to the president for communications.
