Cop wants ID for man sitting in his car legally parked on the side of the street. "Do you suspect me of a crime?" - "I suspect you're in a neighborhood you don't belong".
This is the United States of America, We the People have FREEDOM to go anywhere we want in public, even if cops think we "don't belong" and FREEDOM to not ID because some stupid cop doesn't think we belong there or "we got a call". Until cops have reasonable articulable suspicion OF A CRIME, not just suspicion, not just "we got a call"โฆ suspicion of A CRIME based on articulable facts and the totality of circumstances, then you have ZERO authority to detain or ID someone. You don't get to harass and ID people because you find their behavior "suspicious", you MUST be able to articulate reasonable suspicion OF A CRIME based on a totality of circumstances and articulable facts supporting reasonable suspicion OF A CRIME. In some states, like Texas, even then you don't get to demand ID until they're lawfully arrested.
