Yep, A helicopter with a loud speaker by NG asking him to surrender to the NG alone if he wants to tell his story. If he is innocent, and they did kill his children, then he would surrender to NG. Seems the cops want to kill him and will accept unaffected civilians to do the killing for them too. This whole thing sounds suspect.
