Ah so all the nays aren't a bad thing. We ain't at the actual voting for the bill to pass part yet. Motion to commit is a stalling tactic, so voting ay on it is bad.

What Is a Motion to Commit?

-A motion to commit is a way for senators to propose that the bill be sent back to a committee (like the Finance Committee) for further review or changes.

-It can include instructions—for example, “report back immediately with changes to rural hospital funding.”

-It’s often used as a delaying tactic or to force debate on controversial provisions.
