The temperature inside Alligator Alcatraz should be set at 60 degrees year round to acclimate the prisoners to colder temps. It would help to slow them down if they ever decided to make a run for it.

It would cost more in electricity, but they prisoners could always walk hamster wheels or something to power the a/c units.
