Biography
Dr. Parker is the Associate Dean for Global One Health at the College of Veterinary Medicine & Biomedical Sciences, and in this role, he also serves as Campus Director for Global One Health at Texas A&M University. He holds an appointment at the Bush School of Government Service as Director of the Pandemic and Biosecurity Policy Program at the Scowcroft Institute for International Affairs within the Bush School of Government & Public Service.
Parker is a member of several advisory boards, including the Texas Task Force on Infectious Disease Preparedness and Response, ex officio member for the Bi-partisan Commission for Biodefense, and chairperson for the National Science Advisory Board for Biosecurity at the National Institutes of Health. Dr. Parker also served as a senior for advisor for the Assistant Secretary for Preparedness and Response at the Department of Health and Human Services from August 2020 to February 2021.
Prior to his appointment to Texas A&M University, Dr. Parker held technical to executive leadership positions throughout 36 years of public service as a recognized defense and civilian interagency leader in biodefense, high consequence emerging infectious diseases, global health security and all-hazards public health/medical preparedness. This included coordinating federal medical/public health responses to Hurricanes Katrina thru Alex, to the 2009 Pandemic and Haiti earthquake. Dr. Parker’s service includes more than 26 years on active duty leading military medical research and development programs and organizations. He is a former Commander and Deputy Commander, U.S. Army Medical Research Institute of Infectious Diseases. Dr. Parker held senior executive level positions at the Department of Homeland Security, the Department of Health and Human Services (HHS) and the Department of Defense (DOD), including serving as the Principal Deputy Assistant Secretary for Preparedness and Response at HHS, and Deputy Assistant Secretary of Defense for Chemical and Biological Defense at DOD.
Dr. Parker is a 2009 recipient of the Distinguished Executive Presidential Rank Award, the Secretary of Defense Medal for Meritorious Civilian Service in 2013, and the Senator Melcher Leadership in Public Policy Award from the Association of American Veterinary Medical Colleges in 2019. Dr. Parker graduated from Texas A&M’s College of Veterinary Medicine, Baylor College of Medicine Graduate School of Biomedical Sciences, and the Industrial College of the Armed Forces.

Dr. George Poste is the Director of the Complex Adaptive Systems Institute (CASI) and Del E. Webb Professor of Health Innovation at Arizona State University (ASU).
He is Fellow of the U.K. Royal College of Pathologists, the U.K. Academy of Medicine and the Royal Society and a member of the U.S. Academy of Medicine Global Forum on Global Health, the Council on Foreign Relations and the U.S. Defense Science Board. He serves on several corporate boards and as a consultant to the U.S. Departments of Defense, Homeland Security and the U.S. Intelligence Community.

Dr. George Poste is the Del E. Webb Professor of Health Innovation and Chief Scientist at The Complex Adaptive Systems Initiative (CASI) at Arizona State University (ASU) (http://www.casi.asu.edu). This program integrates research in genomics, synthetic biology and high-performance computing to study the altered regulation of molecular networks in human diseases to develop new diagnostic tests for precision medicine and the remote monitoring of health status using miniaturized body sensors and mobile devices. He assumed this post in 2009. From 2003 to 2009 he directed and built The Biodesign Institute at ASU (https://biodesign.asu.edu/).
In January 2021 he assumed additional leadership of the new Institute for Future Health (IFH) a joint venture between ASU and the University of Arizona in precision health and digital health. This will focus on remote health monitoring technologies.
He has published more than 400 research papers and edited 14 books on pharmaceutical technologies, cancer and infectious diseases. He has received honorary degrees in science, law and medicine and was awarded the rank of Commander of the British Empire by Queen Elizabeth II for his contributions to research and international security.
He currently serves on the Board of Directors of Exelixis, Caris Life Sciences, MediSix (Singapore) and the Scientific Advisory Boards of the A. Alfred Taubman Medical Research Institute at the University of Michigan, Synthetic Genomics, Vir Biotechnology, iNanoBio and Haplogen GmbH (Vienna).
From 1992 to 1999, he was Chief Science and Technology Officer and President, R&D, of SmithKline Beecham (SB) (now GlaxoSmithKline). During his tenure at SB, he was associated with the successful registration of multiple drug, vaccine and diagnostic products. He has served on the Board of Directors of Illumina, Structural Genomix (acquired by Lilly), Orchid Biosciences (acquired by LapCorp), Anacor (acquired by Pfizer), diaDexus (acquired by Vaxgen), Monsanto (acquired by Bayer) and Advanced PCS (acquired by CVS-Caremark).
In 2004 he was named “R&D Scientist of the Year” by R&D Magazine, he received the Einstein award from the Global Business Leadership Council (2006), the Scrip Lifetime Achievement award voted by the leadership of the global pharmaceutical industry (2009) and the Arizona Bioindustry Association Pioneer Award (2016).
