I guess clump it all together but still I have to think of who do you trust the most, I think that is a tie for doctors and the church. I'm thinking black hat ops running as white hats and right under our noses. Police come to mind also. You trust them enforce the law of the land, to do what is right, the military also? I don't think people trust the military the most as it is. So I'm thinking local police, doctors, and the church.
