We could all start building some badass countermeasure systems… But the FCC or the DOD would likely be there shortly after you turned them on. Point sources of RF/Microwave are quick and easy to find.
It would literally take a super genius to build a bunch and turn em on all at once.
A better thing to do would be to convince the DOD to use the existing weather countermeasures our tax dollars paid for.
