I suppose I should clarify for the intellectually challenged hereโฆ. looking in peoples cars is not RAS. RAS is a REASONABLE ACTICULABLE SUSPICION that you're involved in criminal activity, either you are, have, or are about to commit a crime, based on the totality of circumstances and face. Looking into cars does not meet the basic legal requirements for RAS. The cop has to make major "leaps" to turn that into a crime, however, if he also witnessed him try several car doors, or carrying car opening tools, taking things out of cars etc, the TOTALITY OF CIRCUMSTANCES would support RAS, someone merely being nosy is not a crime and cops have ZERO authority to detain people without REASONABLE ARTICULABLE SUSPICION.
Since the Cop has no RAS, the man is under no legal obligation to ID, and he can't be charged with failure to ID. Also, the "failure to ID" is not RAS of a crime.
This is all basic law, but apparently retards don't get it.
