I believe they use soft metal nano particulates in chem trails and then use broad spectrum radiation to heat those particulates up there by causing the atmosphere to heat up in localized area. This will cause storm to stand in place, thus dropping an extra ordinary amount of rain in one particular area. When they stop the radiation then the winds will pickup and blow the storm towards cooler air. Space Force and the Q Team have to investigate and I am sure something similar if not exactly is happening. The need to do soil and air samples when these types of things start and after they are finished. It really only take chem trails and radiation is as easy as two distant on land sites sending microwaves into the atmosphere.
