It's not illegal to be nosy. In order to detain and ID someone she needs to have RAS, reasonable articulable suspicion, of a crime based on the totality of circumstances. Looking into cars does not meet RAS, she has to make a large "leap" to get from looking into cars (nosy) to crime. In order to meet RAS, she would have to also observe him try car doors, carrying opening tools etc, but they don't care, they think saying "you're suspicious" is enough.
Cop sees mans pistol in his car, opens his door and takes it, saying he just needs to run it, violating his 4th amendment right.
It's not a mistake, it's blatant disregard and violation of our constitutionally protected rights, a federal crime, yet they never face charges.
How would they be prosecuted while avoiding the "friendly" courts?
