I took that to mean some might be State not Federal or other Jursdiction. Doesn't seem like a big deal. Hell if 1000 of these assholes are taken off the top layers, that's big.
Just citing an example I'm familiar with. I don't know what they use. Unlikely the wind is blowing hard at 4am. I've done long exposures with normal camera and no problems there.
I'm not the one questioning the legitimacy of the rocket.
