The US Constitution (Art 1, Sec 8, Clause 15) does specify that Congress can activate the Militia (National Guard) to Execute the Laws of the Land, stop Insurrections & Invasions.
The John W. Warner Defense Authorization Act of 2006 (Thanks to the Patriot Act; Legislation enacted into Law which is a lesser weight of Law than the Constitution itself) is much, much worse…It allows a complete military takeover of all normal civilian functions, including policing, courts, and even direct military control of public utilities. this is what the Dems have been pushing for, because they WANT a civil war and/or Martial Law…The optics of that work in THIER favor as they scream that Trump would have to do exactly as Hitler did to secure his rule in Germany; curfews will be imposed & even if you're behaving peacefully while out in public, you can be stopped & forced to respond to "Papers please." It's in THEIR favor, not ours.
To stop the violent public rioting, the Constitution is enough, because it can even get inciters & agitators (cough, cough, Maxine Waters,cough) off the streets & into jail. The Militia can even defend public utilities without taking total control & without distrupting the whole society at once.
