Yeah but that particular county had 2 dams that have a reservoir which holds shit tons of water. So if heavy rain is predicted, empty the reservoir at a good rate beforehand so it can hold extra water. Unless the basin overloaded but like I said no one investigated the dams.

That's a lot of water. So the dams got overwhelmed.

The Hoover Dam can hold motherflopping 28,945,000 acre-feet of water, which is only 1% of the amount that fell in Kerr county. So you need a dam 1% the size of Hoover dam to support future flooding events in that area.
