Trump threatens members with 10% additional tariffs as Rio summit kicks off with its biggest convocation yet

The BRICS summit in Rio de Janeiro, Brazil has issued its leaders’ declaration, with a significant section on geopolitics and security and particular criticism of Israel’s recent bombing of one of its newest members — Iran — and its war on Gaza.

The Rio summit represented the BRICS at its biggest so far: 10 full members, and 10 partner countries. Indonesia was this year's new member. In a world of increasing tensions and conflict, BRICS decided to wade deeper into questions of geopolitics and hard security but managed to forge an impressive consensus on these questions.

BRICS is not a formal organization but rather a loose coalition of what I have called the “global east” (Russia and China) and several global south states. Following its first leaders’ summit in 2009 as BRIC (Brazil-Russia-India-China), South Africa joined to make it BRICS. Post-2023, five new members have been added (Egypt, Ethiopia, Indonesia, Iran, and the United Arab Emirates), and 10 partner countries have been announced at a lower tier of participation.

BRICS' original mandate of addressing global economic and collective action challenges and strengthening the multilateral order expectedly remained the biggest focus of this year’s declaration, including substantial paragraphs devoted to development finance, health, trade, and climate change, among others.

BRICS has traditionally been focused on economic coordination but has increasingly been wading into fraught geopolitical/hard security questions since the Russia-Ukraine war in 2022. This is an unsurprising effect of the international system turning more conflictual, with more major wars of late than we have seen for a long time. But as this summit showed, BRICS is showing a notable ability to forge consensus on these challenging questions. The Middle East, Africa and South Asia were a bigger focus this year than Ukraine.

In the Middle East context, the U.S. was not mentioned or criticized by name in the declaration, but there were seven critical references to Israel. Israel is criticized implicitly and explicitly on its occupation of Palestinian land, "denial or obstruction of humanitarian access and the targeting of humanitarian personnel," "the use of starvation as a method of warfare," violations of sovereignty and continuing occupation in Lebanon, and the International Court of Justice case lodged by South Africa in 2023.

However, Hamas is not mentioned, nor is the Oct 7, 2023, terrorist attack on Israel. But the "release of all hostages and detainees" is demanded.

Notably, Israel and the United States were not mentioned explicitly in context of the recent war on Iran. But the attacks on Iran were condemned, representing stronger language than the joint statement specifically on this conflict issued by BRICS just two weeks prior to the 2025 summit. The UN Security Council was also invoked in this regard.

New footage exposes ragtag US mercenaries firing toward Gaza aid seekers

The newly released footage offers an unprecedented glimpse of the disturbing interactions between the starving population of Gaza and well-armed, clearly unprepared Americans hired to provide security for GHF’s chaotic aid operations.

Filmed by one of its own employee, the recordings were seemingly distributed in an effort to show UG Solutions’ agents have not fired live bullets on unarmed crowds of Palestinians. According to a UG Solutions statement, the videos “not only clarify what happened, but provide critical context, which contradicts that [sic] AP’s reporting and shows that the accusations are unfounded.”

However, a closer examination by The Grayzone demonstrates that the video was anything but exculpatory.

These crucial pieces of evidence undermine claims by a UG Solutions spokesman, who told the AP he was “unaware of video showing gunfire from someone believed to be a UG Solutions contractor.”

While eroding the mercenary firm’s defense, the UG Solutions video also underscores the shambolic state of GHF’s supposedly humanitarian operations.

Mercenary candid camera exposes “amateur hour”

In the footage, the mercenary filming acknowledges that he and his fellow guns for hire are unable to exchange even basic Arabic phrases with the starving crowds.

“Think I’m gonna write down some… Arabic words,” he says, before rattling off a series of expressions that reflected his team’s lack of training and utter inability to communicate: “Tomorrow. Back. Go home. Stop.”

The mercenary tacitly acknowledges that in the absence of translation help, he and his team have been forced to rely on English speaking Gazan aid seekers. “There were a couple [Palestinians] that, like you said, spoke decent English, that were pretty helpful.”

“I think for the most part they don’t have any mal intent, because they’re desperate,” the American continues, noting the absence of genuine security threats.

What Freedom of Speech?

In a totalitarian or authoritarian dictatorship, government officials do not need the support of the citizenry to exterminate freedom of speech. That’s because there are no elections to worry about. The regime simply starts having its military and paramilitary goons start arresting critics, disappearing them in terrorist confinement facilities, torturing them, and then killing them. Everyone else understands. No more criticism of the regime.

In a democratic system, suppressing criticism is much more difficult owing to the problem of elections. If the goons of some democratically elected president begin rounding up critics, incarcerating them, torturing them, and killing them, the ruler runs the risk of being kicked out of office in the next election. There is also the risk of impeachment.

Thus, in a democracy rulers must figure out sophisticated and oftentimes devious ways to seduce or induce people to go along with the destruction of freedom of speech.

The United States was founded on the principle of freedom of speech. The Constitution, which called into existence a government of limited powers, did not delegate to the federal government the power to suppress criticism or to infringe on the natural, God-given right of freedom of speech. Thus, even without the First Amendment, freedom of speech would have still be legally immune from any attempt to suppress or destroy it.

But just to make the matter clear, our ancestors demanded the enactment of the First Amendment. It prohibits the federal government from doing anything to infringe on, regulate, or destroy freedom of speech.

Why did our ancestors deem it wise and even necessary to enact the First Amendment? Because they were smart people. They knew that all rulers hate criticism and love praise. They also knew that rulers would inevitably adopt measures intended to infringe, control, or destroy free speech.

Now, it’s true that no one in the United States is being jailed for speaking out against the government. Indeed, there are plenty of libertarian educational foundations and libertarian think tanks that regularly speak out against federal government wrongdoing. None of us is in jail. But does that mean that there is freedom of speech in this nation?

Actually not. Federal officials have long designed sophisticated ways to suppress speech in wide sectors of American society, such as the business, educational, banking, medical, and even the mainstream-media sectors. These sophisticated ways involve the regulated economy and the dole society that the Franklin Roosevelt administration brought into existence in the 1930s.

Defense Minister Says Israel Plans to Concentrate All Gaza's Population in 'Humanitarian' Zone Built on Rafah's Ruins

Defense Minister Israel Katz said Monday that he has instructed the IDF to prepare a plan to establish a "humanitarian city" on the ruins of Rafah, which would eventually house the entire population of the Gaza Strip.

According to Katz, the plan involves moving 600,000 Palestinians, primarily from the al-Muwasi area, into the new zone after security screening. Once inside, residents would not be allowed to leave, the defense minister said.

Katz added that, if conditions permit, construction of the "city" would begin during the 60-day Israel-Hamas cease-fire currently under negotiation.

According to the plan, the IDF would secure the perimeter but would not run the site or distribute aid. Katz said Israel is seeking international partners to manage the zone. The plan is being coordinated by the Defense Ministry's Director General and former Deputy Chief of Staff of the IDF, Amir Baram.

Earlier Monday, the IDF Chief of Staff's Office told the High Court the army does not impose forced population expulsions inside or outside the Gaza Strip. The office of IDF Chief of Staff Eyal Zamir further added that mobilizing the population and concentrating it within Gaza are not among the operation's objectives.

The chief of staff's remarks contradict the operational order for "Gideon's Chariots," which was presented to commanders in May. As Haaretz previously reported, the order explicitly states that one of the operation's objectives is the "managing and mobilizing the civilian population." At the time, the IDF confirmed the details published by Haaretz but declined to issue an official response.

In a briefing with reporters, Defense Minister Israel Katz said Israel aims to weaken Hamas by targeting its leadership, seizing territory, demilitarizing the Gaza Strip – and implementing what he called "the emigration plan, which will happen." He added that Prime Minister Benjamin Netanyahu is already leading efforts to explore countries willing to absorb Gazans.

A nonprofit founded and helmed by former British Prime Minister Tony Blair participated in a project to develop a post-war Gaza that would see the construction of a "Trump Riviera," along with the relocation of half a million Gazans, the Financial Times reported on Monday.

The project was led by Israeli businessmen, the report said, and shared with President Donald Trump's administration. Using models developed by the U.S.-based Boston Consulting Group, it sought to rebuild the war-torn Gaza Strip, attract private investors and turn it into an economic hub, complete with a "Trump Riviera" and "Elon Musk Smart Manufacturing Zone." The project also proposes paying about $9,000 each to half a million Gazans to relocate from the Strip.

Although the report specifies that the Tony Blair Institute did not write or endorse the final presentation, titled the "Great Trust," two of its staff members were active in group chats and calls for the project, along with Boston Consulting Group employees and Israeli businessmen, sources said.

A member of Blair's institute wrote a document on post-war Gaza, which according to the Financial Times was shared with the group, proposing the construction of artificial islands off the coast of the strip, low-tax "special economic zones," a port that would bolster its trade with Europe, India, and the Middle East, and blockchain-based initiatives.

The war "created a once-in-a-century opportunity to rebuild Gaza … as a secure, modern prosperous society," the lengthy document said, but did not mention the relocation of Palestinians away from Gaza.

When contacted for comment, the Tony Blair Institute said that they were "not involved in the preparation of the [presentation], which was a Boston Consulting Group [slide] deck, and had no input whatsoever into its contents." When shown evidence of employees in the group chat, the Toby Blair Institute said staff had seen the presentation, but did not create it, adding that Blair had only envisioned a "better future for Gazans."

Boston Consulting Group's involvement in the project was revealed by The Financial Times last week. The firm was also reportedly involved previously with the Gaza Humanitarian Foundation, but severed ties with the Israel and U.S.-backed aid distribution group last month after reports that hundreds of Palestinians had been killed trying to reach aid hubs. Since then, the firm has fired two senior partners.
