Winfield MO, just north of St. Louis, a town of 1500 people.
They weren't specific about what part broke which is odd, because if it were piping, it wouldn't take very long to replace, and if it's a valve, it would be a couple days at most. Something about this is extremely strange (I work in water supply).
The first things that come to mind: plants need water, and water means money. Corrupt people in MO aren't getting their money and are becoming a liability. That's what this article means. Winfield is also where they're trying to build a very large port on the Mississippi for container shipping.
