It could be a SAM system or other array.
The design is effectively a fractal antenna stemming from a hexagon. An old planar array of some kind could have been there.
Not to say it couldn't have been repurposed as a bombing target for it's resemblance at a later date, but it doesn't look to be in a munitions test area.
