They never got the order because they had shit radios that were supposed to already have been replace but Giuliani gave a no bid contract to somebody who provided shit radios that didn't work. Also, he located the Emergency Command Bunker on the 23rd floor of WTC7 despite all of the experts telling him that was the absolute worst location possible but yet he did it anyways. FUCK RUDY!!!
