There is a big difference between a fact and a predicate. A fact is a historical proof whereas a predicate is a threshold. It is wrong to use a threshold over a fact because depending on the predicate threshold, which sets the bar of criteria, it can alter what is or is not set as a positive result. The Predicate is a threshold that is determined by the one who sets the threshold. If I know you are 5' 9" then whether I set the predicate of "you must be this tall to ride" at 5' 8" or 5' 10" then I can alter the course of events. Makes sense?
