If cops could be in whole or partially sued for the damages then instigations and violations of the law would stop immediately. This could very well be a scam, where the police gets sued by one of their co-conspirators, and that money goes back to them all because it is the taxpayers money. Logical thinking, this explains why there are countless lost lawsuits going on because, the cop gets some type of weak discipline, the co-conspirator gets the award, and and the tax payers pay for it all.
