if the president of the u.s. is commander in chief, then his acceptance of the nomination requires that he also accept the responsibilities of the supreme military commander. as such, he subjects himself to the rule of military conduct, hence, saluting his affiliated fraternity, the military class.

If there is any rule that subsumes the office of the executive it is UCMJ, predicated on broader scope.

so, if the commander's surgeon is asked by the command [congress (the people)] for an update on the physical fitness of the supreme soldier, they MUST comply under UCMJ
