What the EO states and what is practiced by agency legal teams whose sole purpose is to protect the agency are diametrically opposed. I worked a FOIA case submitted by a previous employee that asked for a document regarding that employee which was embarrassing to the agency because of its flagrant unprofessionalism. The legal team twisted every word of the FOIA request to provide a Glomar response- “neither confirm nor deny the existence of the document.” After denying the request, the requestor responded during the appeal process that they had acquired a copy of the document. I laughed my ass off because they were caught red handed.
