"targeted individuals" is not a secret group of crazy people. These are people who, for one reason or another were selected for ongoing testing for our sensor systems which are from the 70s forward with multiple radar ways to access, monitor and record data into databases regarding our biology harnessing material physics.
No magic wands or secret societies needed. These are robust scientific disciplines with multimodal functionality throughout academia, law enforcement and our military. Darpa does the research and development, the military deploys and tests it and then larger commercial companies mind mass deployment and this process ranges from 20-30 years.
The inability to be a decent human being and bring the fear mongering down is a choice.
