If many people want some sort of socialist programs to be fed by the Government, why not meet them halfway? Otherwise we're gunna keep being divided. Healthcare and Tuition is probably the easiest way.

No, foreigners have to pay full tuition fee like in all other countries. For example in Canada, citizens get 75% off on all Tuition, but foreigners have to pay the full amount. This is why there is a Diploma mill thing going on in Canada right now.
