In order to get your 'dolphins', a submariner must study every inch of the boat, understand every system, every switch every valve, everything. You are tested by the experts in each area. What happens if the majority of the crew are killed for whatever reason, who is going to launch the weapons, who is going to navigate the boat? Answer: whomever is left.
Maybe to understand why this is taking longer than hopeful, watch/re-watch the movie "International". You could rush in and take out the big bad boy(s) however, if your plan does not account for the entire pyramid - the next lower level(s) will simply advance to the recently vacated position(s) at the top and the cycle will repeat.
I say, follow the money, the central banking system. Restructuring/taking control of the Federal Reserve is a very nice start.
