A newly-declassified House Intelligence Committee report alleges that the Obama-era intelligence assessment on Russian election meddling used the discredited Steele Dossier to underpin its conclusion that Vladimir Putin aspired to help Donald Trump win the 2016 election, directly challenging the testimony of officials like CIA Director John Brennan, who denied that had happened.

 

The report, released Thursday by Director of National Intelligence Tulsi Gabbard after years of being locked away at the CIA, also alleges the December 2016 Intelligence Community Assessment "glossed over" evidence that Putin may have instead favored (or at least fully expected) a Hillary Clinton victory nine years ago.

 

"The judgment that Putin developed a 'clear preference' for candidate Trump and 'aspired to help his chances of victory' did not adhere to the tenets of the ICD (Intelligence Community Directive) analytical standards," the report found.

 

"The ICA ignored and selectively quoted reliable intelligence reports that challenged and in some cases undermined judgments that Putin sought to elect Trump," the report added. "The ICA failed to consider plausible alternative explanations of Putin's intentions indicated by reliable intelligence and observed Russian actions."

Criminal conspiracy investigation

 

The report's release comes as FBI Director Kash Patel has opened a criminal conspiracy case alleging the weaponization of intelligence and federal law enforcement between 2016 and 2024 violated federal law and multiple criminal referrals have been sent to the Pam Bondi-led Justice Department.

 

Brennan and other collaborators on the ICA have steadfastly denied wrongdoing and suggested any criminal probe now would be politically motivated.

 

The “Oversight Investigation & Referral” coversheet for the 44-page report is dated September 2020, and transmitted to the CIA with a report written years ago by the GOP-led committee chaired at the time by then-Rep. Devin Nunes, R-Calif.

 

The report’s classified findings on the 2016 ICA had been closely held by the CIA for many years, with CIA Director John Ratcliffe handing the report back over to the committee earlier this month.

 

Rep. Rick Crawford, R-Ark., the current chairman of the House Intelligence Committee, sent Trump a letter earlier this month telling him that the report by the committee “exposes the truth about the politically driven Obama-era assessment.”

 

Crawford urged Trump to read the classified report and argued in his letter that “public interest declassification is merited.”

 

The declassified House report affirmed many of the conclusions of the ICA but strongly faulted the “high confidence” assessment given by the FBI and the CIA that Putin was trying to help Trump win, calling it a deviation of spy tradecraft.

Putin's goal was chaos, not helping Trump

 

Most other intelligence agencies in the U.S. government were excluded from the December 2016 ICA after just a few months earlier coming to a different conclusion that Putin was simply trying to sow chaos in the 2016 election.

 

The House report offered strong evidence that the ICA directly cited the Steele Dossier when it argued that Putin had aspired to help Trump win.

 

The GOP House report also found indications that the drafters of the ICA had willingly avoided looking at evidence suggesting Putin was indifferent to the results of the 2016 election, had resigned himself to Clinton winning, may have even preferred a Clinton victory, and held back damaging information on Clinton under the expectation that it would be used to undermine her assured presidency.

 

The 2016 ICA was written at the direction of President Barack Obama and largely overseen by then-Director of National Intelligence James Clapper, then-CIA Director John Brennan, and the since-fired FBI Director James Comey. It was finished in December 2016, with a publicly declassified version released in early January 2017 and a more extensive classified version declassified and released last week.

Comey and McCabe pushed for Steele Dossier's inclusion

 

Comey and former FBI Deputy Director Andrew McCabe had pushed in December 2016 to include British ex-spy Christopher Steele's debunked dossier in the 2016 ICA on alleged Russian meddling.

The dossier was included in an annex to the assessment. The newly-declassified House report sharply criticized Brennan for allegedly joining with anti-Trump forces in the FBI in pushing to include Steele’s baseless anti-Trump dossier in the ICA.

 

Steele, a former MI6 agent, was hired in 2016 by the opposition research firm Fusion GPS, which was being paid by Clinton campaign lawyer Marc Elias. Federal election regulators later fined Hillary Clinton’s 2016 presidential campaign and the Democratic National Committee earlier this month for not properly disclosing the money they spent on the debunked opposition research.The dossier was used by the FBI to obtain FISA warrants against a Trump campaign official, and evidence continues to emerge about how it was included in the ICA on Russia and the 2016 election.

 

The December 2016 assessment from the CIA, the FBI, and the NSA concluded with “high confidence” that Putin “ordered an influence campaign in 2016” and that Russia worked to “undermine public faith in the U.S. democratic process, denigrate former Secretary of State [Hillary] Clinton, and harm her electability and potential presidency” and “developed a clear preference for President-elect Trump.”

 

Admiral Mike Rogers, then the leader of the NSA, diverged from Brennan and Comey on one key aspect, expressing only “moderate confidence” rather than “high confidence” that Putin had “aspired to help” Trump’s election chances in 2016 by “discrediting” Clinton" and publicly contrasting her unfavorably to him.

The Ratcliffe report

 

These declassifications by Gabbard come on the heels of the CIA’s recent “lessons learned” review — released earlier in July by Deputy Director of CIA for Analysis John Ratcliffe — which concluded that “the decision by agency heads to include the Steele Dossier in the ICA ran counter to fundamental tradecraft principles and ultimately undermined the credibility of a key judgment.”

 

That review also critiqued the “high confidence” assessment by the FBI and the CIA that Putin had “aspired” to help Trump win, and Ratcliffe also sent a criminal referral on Brennan to the FBI following the CIA lessons-learned review earlier in July.

 

Last week, Gabbard sent declassified evidence to the Justice Department on what she dubbed a “treasonous conspiracy” related to top U.S. intelligence officials allegedly politicizing intelligence related to Russia and the 2016 election.

 

Gabbard's office on Friday issued a press release stating that Gabbard had “revealed overwhelming evidence that demonstrates how, after President Trump won the 2016 election against Hillary Clinton, President Obama and his national security cabinet members manufactured and politicized intelligence to lay the groundwork for what was essentially a years-long coup against President Trump.”

 

A spokesperson for Obama released a statement on Tuesday in response to Gabbard’s report from last week.

 

“Out of respect for the office of the presidency, our office does not normally dignify the constant nonsense and misinformation flowing out of this White House with a response. But these claims are outrageous enough to merit one,” the Obama statement read.

 

“These bizarre allegations are ridiculous and a weak attempt at distraction. Nothing in the document issued last week undercuts the widely accepted conclusion that Russia worked to influence the 2016 presidential election but did not successfully manipulate any votes. These findings were affirmed in a 2020 report by the bipartisan Senate Intelligence Committee, led by then-Chairman Marco Rubio," Obama's response added.

Despite Brennan's denials, Steele Dossier was incorporated into ICA

 

The newly-declassified analysis states that “contradicting public claims by the DCIA that the dossier ‘was not in any way’ incorporated into the ICA, the dossier was referenced in the ICA main body text, and further detailed in a two-page CIA annex.”

 

The ICA stated that “we assess the [Russian] influence campaign aspired to help Trump's chances of victory” in the 2016 election, and the most highly-classified version of the ICA “was followed by four bullet [points] of supporting evidence,” the House report found.

 

"The fourth bullet [point] referred the reader to a detailed summary and analysis of the dossier," the report concluded in a bombshell revelation.

The highly-classified version of the ICA stated: “For additional reporting on Russian plans and intentions, please see Annex A: Additional Reporting from an FBI Source on Russian Influence Efforts.”

 

“Ultimately, the decision of how to handle the dossier was jointly made by the Directors of CIA and FBI, who overruled the objections from CIA officers, and agreed to reference it with other ICA text bullets describing Putin's intentions, while placing the details of the dossier in the ICA Appendix A, according to senior CIA officials,” the newly-declassified House report said.

 

The House report stated that “by devoting nearly two pages of ICA text to summarizing the dossier in a high-profile assessment intended for the President and President-elect, the ICA misrepresented both the significance and credibility of the dossier reports.”

 

The newly-declassified House analysis suggested that including the dossier in the most highly-classified version of the ICA may have been an attempt to use the dossier’s baseless allegations to reach conclusions within the assessment while hiding the ball from those who could not gain full access to the ICA.

 

“Even though the dossier information was unclassified, the dossier summary was only included in the highest classified version of the ICA that was briefed to President Obama and President-elect Trump, and was seen by various national security officials and senior political appointees. It was omitted from both the Top Secret version of the ICA released for Congress, and the unclassified, public-release version,” the House report said. “By relegating the dossier text to only the highest classified version of the ICA, the authors were better able to shield the assessment from scrutiny, since access to that ICA version was so limited.”

 

Brennan, Comey, Rogers, and Clapper briefed President-elect Trump about their election meddling findings at Trump Tower in January 2017. Comey stayed behind to tell Trump about some of the dossier’s more salacious allegations.

 

The Steele Dossier annexed to the ICA was largely declassified in 2020, and it relayed some of Steele’s baseless collusion claims which became the Clinton campaign's main narrative, largely adopted by legacy media: “The most politically-sensitive claims by the FBI source [Steele] alleged a close relationship between the President-elect and the Kremlin. The source also claimed that the president-elect and his top campaign advisers knowingly worked with Russian officials to bolster his chances of beating Clinton; were fully knowledgeable of Russia’s direction of leaked Democratic emails; and were offered financial compensation from Moscow.”

Brennan inconsistent on dossier's inclusion

 

Brennan testified in May 2023 before the House Judiciary Committee, where he was forced to talk about the ICA and the dossier. He said the CIA had opposed including the dossier in the ICA.

 

Clapper also testified the same month before the same committee, telling members the dossier was not used in the ICA and that the ICA did not include any reference to the dossier and did not draw upon the anti-Trump document to reach any conclusions. He also said it was possible the dossier contained Russian disinformation.

 

The House Intelligence Committee’s public 2018 report noted, however, that Rogers “clarified” to the committee that, in late December 2016, a two-page summary of the Steele dossier was "added" as an "Appendix to the ICA draft," and that his consideration of the classified appendix was "part of the overall ICA review/approval process."

The declassified House report also said that the ICA “misrepresented the unsourced Steele Dossier” as having been reliable intelligence reporting on “Russian Plans and Intentions.”

The FBI has located internal documents showing that it did not pursue intelligence indicating thatCommunist China was looking to hijack the 2020 presidential election with a potential mail-in ballot scheme to assist then-Democratic nominee Joe Biden because the bureau feared that would undercut then-FBI Director Christopher Wray’s assurances to Congress that foreign meddling did not pose a threat to the presidential race, officials told Just the News.

 

The documents showing the internal conversations and deliberations are being transmitted to Congress, the officials told Just the News on Wednesday, and Attorney General Pam Bondi is expected to address the allegations as early as Wednesday during a Senate Appropriations hearing.

 

The FBI memo detailing an alleged Chinese plot to meddle in the 2020 election wasrecalled from the rest of the U.S. intelligence community’s spy agencies because it conflicted with Wray’s assurances that foreign interference would likely not impact the upcoming presidential race, the officials told Just the News. And the FBI did not follow up on the claims in the FBI memo even after re-interviewing the originating source of the meddling allegations – because of the same concerns about undercutting Wray.

 

Wray testified in September 2020 before the House and Senate, before which he downplayed the potential for significant foreign meddling in the 2020 election, dismissed the possibility of foreign mail-in ballot fraud, and said he considered disinformation to be the biggest threat to the presidential election.

 

FBI Director Kash Patel and Deputy Director Dan Bongino alleged Tuesday that the bureau's prior leadership "chose to play politics" and hide evidence from the American people regarding a Chinese plot to hijack the 2020 U.S. election with fake mail-in ballots for Biden.

 

The statement from the two FBI leaders came a week after Just the News reportedPatel turned over to Congress earlier this month a long-hidden intelligence report raising concerns that China had plans to mass-produce fake U.S. driver's licenses to carry out a scheme to swing the 2020 election to Biden with fake mail-in ballots.

 

Patel located the evidence based on information that Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, got from whistle-blowers and forwarded it to the FBI, officials said.

 

Patel and Bongino said Tuesday they are committed to getting Grassley and the American public more evidence about the plot and the failure to fully investigate it.

 

“Based on our continued review and production of FBI documents related to the CCP’s plot to interfere in the 2020 U.S. Presidential election, previous FBI leadership chose to play politics and withhold key information from the American people — exposing the weaponization of law enforcement for political purposes during the height of the 2020 election season," Patel and Bongibo said in a statement given to Just the News on Tuesday.

 

Just the News published a story last week revealing that a confidential human source told FBI counter-intelligence in the summer of 2020 that China’s communist government was seeking to meddle in the impending election to help then-candidate Biden, according to a raw intelligence report distributed to federal agencies that was reviewed and made public by Just the News.

 

The raw and unverified intelligence report was bluntly titled “Chinese Government Production and Export of Fraudulent US Driver's Licenses to Chinese Sympathizers in the United States, in Order to Create Tens of Thousands of Fraudulent Mail-in Votes for US Presidential Candidate Joe Biden, in late August 2020.”

 

The report was soon recalled, with spy agencies told to delete the information before they had a chance to properly investigate its claims.

The FBI information report revealed by Just the News last week had been sent as an uncorroborated advisory to U.S. intelligence agencies on August 24, 2020. It was then suddenly recalled in September 2020 — the day after then-FBI Director Christopher Wray testified to Congress that he had not seen any large-scale voter fraud efforts — with little explanation other than the bureau wanted to “re-interview” the source, the documents stated.

 

The recall notice specifically asked spy agencies to erase or delete the original intelligence memo, the memos show.

 

“This report was recalled in order to re-interview the source. Recipients should destroy all copies of the original report and remove the original report from all computer holdings,” the recall notice stated.

 

Officials previously told Just the News the recall kept the FBI and other agencies from fully investigating allegations that Beijing was trying to meddle in the U.S. election to Biden’s benefit, though potential corroborating evidence came in from a fellow law enforcement agency.

 

Wray pointed to Russia as the biggest election influence threat and downplayed the possibility that foreign adversaries could facilitate voter fraud in the 2020 election when speaking to the House in mid-September 2020.

 

“The intelligence community’s consensus is that Russia continues to try to influence our election primarily through what we would call malign foreign influence,” Wray told the House Homeland Security Committee in mid-September 2020, arguing that “we will not tolerate foreign interference in our election.”

 

Wray said that "we have not seen, to date, a coordinated national voter fraud effort in a major election.”

 

When asked about his biggest concern related to election security in 2020, Wray replied, “What concerns me the most is the steady drumbeat of misinformation and sort of amplification of smaller cyber intrusions that contribute over time — I worry they will contribute over time to a lack of confidence of American voters and citizens in the validity of their vote. I think that would be a perception, not reality. I think Americans can and should have confidence in our election system and certainly in our democracy.”

 

Trump took to his Twitter account to critique Wray’s comments.

The FBI director was asked if he was saying that he had not seen any widespread fraud by mail, and Wray vowed that “that’s something we would investigate seriously and aggressively.”

 

The FBI information report containing allegations of a Chinese plan to use thousands of fraudulent driver’s licenses to help Biden defeat Trump was recalled shortly after Wray’s congressional testimony.

 

U.S. Customs and Border Protection (CBP) had said in July 2020 that “fraudulent driver’s licenses … continue to be found by CBP officers” at Chicago O’Hare International Airport. From January through June 2020, CBP said its officers had “seized 1,513 shipments with fraudulent documents — a total of 19,888 counterfeit US drivers’ licenses” and that “the majority of these shipments were arriving from China and Hong Kong.” The CBP press release did not directly link the fraudulent licenses to potential voter fraud efforts.

The internal FBI documents provide more evidence that the bureau purposely failed to properly investigate allegations of Chinese government meddling in the 2020 U.S. presidential race.

A top Republican senator released FBI emails Tuesday appearing to show the bureau did not pursue intelligence indicating Communist China was looking to hijack the 2020 presidential election with a potential mail-in ballot scheme to assist then-Democratic nominee Joe Biden.

 

The bureau appeared, based on the emails, afraid it would undercut then-FBI Director Christopher Wray’s assurances to Congress that foreign meddling did not pose a threat to the presidential race.

 

The internal FBI emails were made public by Senate Judiciary Committee Chairman Chuck Grassley, “revealing the FBI suppressed intelligence of alleged Chinese interference in the 2020 election” to “insulate” then-FBI Wray “from criticism, after Wray provided inaccurate and contradictory testimony to Congress,” the Iowa Republican senator's office said in a press release.

 

Wray testified in September before the House and Senate in 2020, before which which he downplayed the potential for significant foreign meddling in the 2020 election, dismissed the possibility of foreign mail-in ballot fraud and said he considered disinformation to be the biggest threat to the presidential election.

 

Just the News published a story last month revealing that a confidential human source told FBI counter-intelligence in the summer of 2020 that China’s communist government was seeking to meddle in the impending election to help then-candidate Biden, according to a raw intelligence report distributed to federal agencies that was reviewed and made public by Just the News.

 

The Intelligence Information Report ("IIR") in question originated with the FBI's Albany Field Office.

 

“These records smack of political decision-making and prove the Wray-led FBI to be a deeply broken institution," Grassley said on Tuesday. "Ahead of a high-stakes election happening amid an unprecedented global pandemic, the FBI turned its back on its national security mission.

 

"One way or the other, intelligence must be fully investigated to determine whether it’s true, or if it’s just smoke and mirrors. Chris Wray’s FBI wasn’t looking out for the American people – it was looking to save its own image. Now’s the time to rebuild the FBI’s trust. Director Patel’s willingness to work with me to establish renewed transparency and accountability is a critical part of that process, and I applaud him for his efforts.”

 

Grassley made public 47 pages of partially redacted internal FBI emails from the fall of 2020, and the senator also released a letter that current FBI Assistant Director Marshall Yates wrote last week in which he summarized the declassified records.

 

“Following a directive from FBI Headquarters, the IIR was recalled even though ‘the IIR was coordinated and disseminated in textbook fashion.’ This IIR prompted significant attention throughout FBI Headquarters,” Yates said in his three-page letter to Grassley.

“For instance, according to an email requesting the recall, it was noted that the ‘IIR AL sent out today is getting a lot of attention from all HQ divisions.’ The recall was issued to ‘reinterview’ the source. Although the source was reengaged and provided additional context to support the initial IIR, FBI Headquarters maintained its position not to republish the report.”

 

The FBI official added: “One reason cited for not releasing the IIR was because ‘the reporting will contradict Director Wray's testimony.’ Based on conversations with key individuals involved, it was conveyed that the recall of the IIR was abnormal. The rationale provided to Albany staff for the recall was that Headquarters deemed the report not ‘authoritative,’ but this characterization was met with disagreement by those in the Albany office. Internal emails reflect that Albany staff had concerns that suppressing the IIR would be ‘dangerous if we cite potential political implications as reasons for not putting out our information,’ emphasizing that it was not the role of analysts to align intelligence with public testimony.”

 

The raw and unverified intelligence report in question was bluntly titled “Chinese Government Production and Export of Fraudulent US Driver's Licenses to Chinese Sympathizers in the United States, in Order to Create Tens of Thousands of Fraudulent Mail-in Votes for US Presidential Candidate Joe Biden, in late August 2020.”

 

The report was soon recalled, with spy agencies told to delete the information before they had a chance to properly investigate its claims.

 

FBI Director Kash Patel and Deputy Director Dan Bongino alleged in June that the bureau's prior leadership "chose to play politics" and hide evidence from the American people regarding a Chinese plot to hijack the 2020 U.S. election with fake mail-in ballots for Biden.

 

Yates wrote last week that the FBI’s Abany staff had “warned against FBI assuming the role of sole gatekeeper for the Intelligence Community, emphasizing that suppressing field-generated reporting could deprive other IC elements of the opportunity to corroborate or discredit intelligence.”

 

“Although an Intelligence Analyst requested further research and re-engagement with the source, Headquarters ultimately decided not to issue a new IIR, citing a lack of additional substantiating information, even after the source was reinterviewed,” the FBI official wrote. “As seen in today’s production, the source appeared to be reliable, and the FBI did not close the source for cause or lack of credible information.”

 

Yates also said further emails showed that the now-defunct Foreign Influence Task Force (FITF) “did not approve reissuance of the IIR, citing concerns about authoritativeness and the potential for disinformation by foreign actors” but that “other than a request for information to U.S. Customs and Border Protection, we have found no information to indicate that FITF-China aggressively investigated the reported information, despite corroborating intergovernmental reporting and logical investigative leads.”

 

One FBI official who appeared to be from the Albany office wrote a September 25, 2020 email saying that “the IIR was coordinated and disseminated in textbook fashion.” The bureau official said that the “initial assessment” of the IIR was that “they haven’t verified the alleged activity is occurring through other platforms, and believe it could be part of the PRC’s disinformation campaign toward the election.”

 

The newly-released FBI emails show that FBI officials Nikki Floris and Tonya Ugoretz were allegedly behind the recall of the Albany intelligence report, and that FBI official Laura Dehmlow also appeared to be involved in the recall.

 

“I was contacted by Cyber DAD and CD DAD. They are directly requesting it be recalled until he is re-interviewed,” an email from a redacted FBI Counterintelligence Division official said on September 25, 2020.

 

A redacted FBI official who appeared to be based in Albany asked, “Can who [sic] give me the names of the DADs so we can cite that? Thanks.”

 

The redacted counterintelligence bureau official replied, “Yup. Nikki Floris (CD) and Tonya Ugoretz (Cyber). They are over the Intel shops.”

 

The emails also show a yet-redacted FBI official shared an email on the “Recent Release of Counterintelligence IIRs — [REDACTED]” on September 28, 2020.

 

The FBI information report in question was “recalled at the direction of DAD Nikki Floris, Counterintelligence, and DAD Tonya Ugoretz, Cyber” according to that email, which listed it as a “SUBSTANTIVE RECALL.”

 

Ugoretz’s LinkedIn states that she was the Deputy Assistant Director of the FBI’s Counterintelligence Division at the time, and Grassley said that Floris was the then-Deputy Assistant Director of the FBI’s Counterintelligence Division.

Grassley noted in his Tuesday press release that “months before dismissing the IIR, Floris provided an unnecessary briefing to Grassley and Sen. Ron Johnson (R-Wisc.) regarding their investigation into the Biden family” and that “the briefing — though classified — was later leaked to the press in an effort to falsely smear the senators’ investigation as Russian disinformation.”

 

A still-redacted FBI official said in a September 30, 2020 email that “a new 1023 [FBI interview] will be needed, that will have updated date of acquisition and contact, with an updated source context statement. AND it will have to run the gamut at HQ for review/approval. Again, the reporting will contradict Director Wray’s testimony.”

 

The redacted Unit Chief for China for the FBI’s FITF also weighed in the next month.

 

“Hi Albany… Wanted to reiterate that we are not approving a reissue, specifically because of our concerns that the reporting is not authoritative,” the FBI unit chief said on October 8, 2020.

 

The GOP-led House Judiciary Committee and court filings have previously identified Laura Dehmlow — who went on to become the Section Chief of the FBI's FITF — as having been the China Unit Chief for the FITF in October 2020.

 

Wray had told the House and Senate in September 2020 that the FBI’s FITF was established in 2017 “to identify and counteract malign foreign influence operations targeting the United States” and that it was only after the 2018 midterm elections that the FITF moved on from being “focused solely on the threat posed by Russia.” He claimed the FITF expanded its scope “to confront malign foreign operations of China, Iran, and other global adversaries.”

 

Yates also wrote last week that, because of this saga, FBI Headquarters had set a new requirement on all FBI field offices for the 2020 election — that "all raw reporting concerning the election will now require HQ coordination, which was not required" before.

 

“Overall, the records produced today reflect the broader sentiment within the Albany Field Office that the recall decision and resulting suppression of the IIR raised serious questions about the integrity of the intelligence reporting process and its susceptibility to perceived political pressures,” the FBI official wrote.

 

Last month, Patel turned over to Congress earlier the long-hidden intelligence report raising concerns that China had plans to mass-produce fake U.S. driver's licenses to carry out a scheme to swing the 2020 election to Biden with fake mail-in ballots.

 

The FBI information report revealed by Just the News last month had been sent as an uncorroborated advisory to U.S. intelligence agencies on August 24, 2020. It was then suddenly recalled in September 2020 — the day after Wray testified to Congress that he had not seen any large-scale voter fraud efforts.

 

Wray pointed to Russia as the biggest election influence threat and downplayed the possibility that foreign adversaries could facilitate voter fraud in the 2020 election when speaking to the House in mid-September 2020.

 

“The intelligence community’s consensus is that Russia continues to try to influence our election primarily through what we would call malign foreign influence,” Wray told the House Homeland Security Committee in mid-September 2020, arguing that “we will not tolerate foreign interference in our election.”

 

Wray said that "we have not seen, to date, a coordinated national voter fraud effort in a major election.”

 

When asked about his biggest concern related to election security in 2020, Wray replied, “What concerns me the most is the steady drumbeat of misinformation and sort of amplification of smaller cyber intrusions that contribute over time — I worry they will contribute over time to a lack of confidence of American voters and citizens in the validity of their vote. I think that would be a perception, not reality. I think Americans can and should have confidence in our election system and certainly in our democracy.”

 

Trump took to his Twitter account to critique Wray’s comments.
