I think when Q was using the term Catch and Release he was referring to criminals(terrorists) being caught and then released from Guantanamo Bay to be relocated in other countries as refugees or migrants. From what I read in the WikiLeaks docs the CIA were helping with it along with other intelligence agencies. Also NGOs were being recruited to convince the public it was a good idea. So Obama had intentionally brought in terrorists, and ultimately was going to shut down down GB. These people really are sick!
Yep, they catch and then release them allowing them to continue unpunished. GB means they will be imprisoned in GB rather then allowed to walk free.
MS-13 is basically non-existent now, the DEA has been cracking down on them hard. I'd imagine the criminals are not being released though.
