My interpretation made me think more towards what he said a lot during the campaign and what some of the drops alluded too… funding of terrorism. They created ISIS, they funded ISIS, same with Al-Queda, the recent self-face shooting points to Hamas.. this kills the war on terror at its purse strings while cleaning here at home as well.
