The new Russiagate material is so significant because, until now, the Obama team line has been that they had an obligation to investigate collusion because Putin was trying to help Trump win, and that the collusion intel simply turned out to be wrong.
But the basis for that was pretty much made up. If you never had Putin trying to help Trump win, then there could never have been a collusion investigation. Crossfire Hurricane could not have moved forward without the ICA finding that Putin wanted to help Trump win.
You can't investigate whether a suspect helped rob a bank that never actually got robbed.
